- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Background The U.S. Army Research Institute of Environmental Medicine has a requirement for software maintenance to support on-going projects. Minimum Essential Characteristics This software maintenance purchase should include the following pieces for the following existing licenses: License Number: 2074110 COMSOL Multiphysics, Single User CPU-locked License (CPU), for one (1) computer, 11 months subscription: 01/31/2015 through 12/31/2015. Heat Transfer Module, Single User CPU-locked License (CPU), for one (1) computer, 11 months subscription: 01/31/2015 through 12/31/2015. LiveLink for Excel, Single User CPU-locked License (CPU), for one (1) computer, 11 months subscription: 01/31/2015 through 12/31/2015. LiveLink for MATLAB, Single User CPU-locked License (CPU), for one (1) computer, 11 months subscription: 01/31/2015 through 12/31/2015. EVALUATION CRITERIA quote mark LOWEST PRICE, TECHNICALLY ACCEPTABLE quote mark EVALUATION FACTORS FOR AWARD Basis for Award Award of this order will be made on a competitive best value basis using the quote mark lowest price, technically acceptable quote mark basis. Evaluation will be made to identify all Offerors whose quotes are technically acceptable in accordance with the RFQ and the evaluation criteria set forth above. Award will be made to the Offeror from the pool of technically acceptable quotes, whose cost/price is lowest. Technical acceptability will be determined by evaluating Technical Capabilities/Specifications/Salient Characteristics. The bidder's quote will be evaluated to ensure the Government receives a technically acceptable award at a fair and reasonable price. Rating Scale Acceptable: A proposal is acceptable if it demonstrates to the government evaluators that the offeror can provide the requested salient characteristics described in the Scope of Work and can meet the delivery schedule. Unacceptable: A proposal will be deemed unacceptable if the offeror fails to demonstrate the ability to provide the requested salient characteristics in the Scope of Work and can meet the delivery schedule. A lack of minimum content or failure to address all evaluated areas could render a proposal unacceptable. IT IS THE RESPONSIBILITY OF THE VENDOR TO CONFIRM GOVERNMENT'S RECIEPT OF QUOTE.
