This acquisition is a prospective 100% set aside for Small Business (SB). The NAICS Code is 238190 (Other Foundation, Structure, and Building Exterior Contractors Industry) Size standard is $15.0 Million. Please note that this is not a request for quotes or proposals; the Government is seeking information and preparing a solicitation. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. A solicitation is currently not available. The Government may or may not issue solicitation documents. The National Cemetery Administration as requested by the VA NCA Golden Gate National Cemetery is planning a solicitation to offers under Solicitation No: VA786-15-Q-0073. Contractor shall provide all necessary labor, equipment, materials, supplies and consumables to perform unarmed security guard services for the National Memorial Cemetery of the Pacific (NMCP) at the following location: Project Title: Install New Kiosk Wall Opening at Administration Building GENERAL SCOPE OF WORK: The Contractor shall furnish all labor, materials, parts, supplies, supervision and equipment services to perform construction work to install a reinforced wall opening at the Administration Building in preparation for the installation of a new thru-the-wall kiosk at Golden Gate National Cemetery (GGNC), located in San Bruno, CA. Contractor shall construct in accordance with the VA Construction requirements, Federal, California and Local Codes requirements. Work includes, but not limited to construction of the new wall opening, temporary covers for the opening to secure the building, installation of new communication and electrical lines from the panel boards in building's basement, removal of the existing louvered door in that covers the Administration Building front door, painting and patching as required to provide a finished product and removal/relocation of items both inside and outside that interfere with this new installation. Unless otherwise noted, all materials shall be new. Prior to installation, Contractor shall submit for approval the manufacturer's literature and specifications on the all material being installed. All work will be coordinated with the Contracting Officer's Representative (COR). Work will be conducted in such a manner to minimize the impact on the Cemetery operations. Site work will be accomplished between the hours of 8:00 and 4:30, Monday through Friday, except Federal Holidays. Method and scheduling of work shall be approved by the COR. All work will be coordinated with the Contracting Officer's Representative (COR) and with the Cemetery Director. Only the Contracting Officer (CO) has the authority to make changes to the contract that affects price and/or time. Telephone: (650) 589-7737 Contracting Officer's Representative (COR): Kathleen McCall Director Golden Gate National Cemetery 1300 Sneath Lane San Bruno, CA 94066 TEL: (650) 589-7737 FAX: (650) 873-6578 kathleen.mccall@va.gov The work in this project includes but not limited to: Item 1: Administration Building Renovation 1.Remove all items (both inside and outside) along the wall that will be modified for the new kiosk wall opening. Coordinate with the Cemetery Director/COR for relocation of these items. 2.Demolition work and removal of a portion of the wall to the right of the doorway when facing the door from the outside (see sketch) as required to install a new opening in the wall for the kiosk. Center the kiosk opening in this wall which is approximately 9 feet long. Please see the reference online guide for the "National Cemetery Administration Gravesite Locator Kiosk - Installation Guide" for guidance on the opening size, height, etc. and the two (2) attached drawings that shows the original wall construction. Contractor shall minimize damage to all adjacent wall structure and surfaces. 3.All debris shall be removed from the site by the Contractor, at the Contractor's expense, including all dump fees. Debris shall not be allowed to accumulate at the site; debris shall be placed in debris bins and removed in a timely manner. 4.All sides of the new kiosk opening shall be reinforced and secured to the new opening to support the wall in accordance with local building codes. Contractor shall submit for approval to the Cemetery Director/COR a design for reinforcing the new opening in the masonry wall using steel reinforcing. Design shall be designed and stamped by a registered professional engineer. Use temporary reinforcing as required. Install reinforcing that minimizes damage to the walls adjacent to the new wall opening. 5.Contractor shall repair any damage to the existing walls to the pre-existing conditions, both inside and outside the building that was caused by the construction of the new wall opening. 6.Contractor shall fully cover the new opening both inside and out with minimum ¾ inch plywood that is bolted together in order to secure the building. Plywood shall be painted and finished to blend in with the existing Administration Building wall finishes. Building must secured at all times whenever the workers are not immediately present at the job site. 7.Installation of new electrical utilities and communication lines for new kiosk shall be installed from the kiosk to the existing panel boards in the building's basement. All wall and floor penetrations shall be properly sealed and finished. 8.The existing floor standing Gravesite Location Kiosk located in the building's exterior lobby shall remain in service at all time. 9.The new thru-the-wall Gravesite Locator Kiosk shall be installed by others. 10.Contractor shall remove and dispose of the existing louvered door (see photo) that now covers the Administration Building's front door. Door frame shall be patched and refinished as required, primed and repainted, including the front door both inside and outside. Contractor shall submit to the Cemetery Director for approval paint color samples. Paint shall match existing paint and colors. 11.Contractor shall protect all interior furnishings and items that will not be painted. 12.Unless otherwise noted, all materials shall be new. 13.Submit manufactures literature on all new materials being installed. ? GENERAL REQUIREMENT: General Notes 1.Prior to submission of any bid, the Contractor shall perform a thorough field survey of the existing site conditions and features. Verify at project site the exact size, clearances of all existing services being relocated, extended, connected to or removed. Any site conditions which may cause significant deviation from the site plan shall be brought to the attention of the Contracting Officer Representative (COR) for clarification prior to submission of the bid. Verify dimensions of all owner furnished and installed equipment to insure proper coordination with construction. Contractor shall bear all costs for relocation of existing utilities from failure to advise of conflict in writing prior to submission of any bid, and/or from failure to properly coordinate installations of system. 2.All utilities required for the continuous operation of all existing facilities must be maintained in service at all times except as required for new system connection. 3.Coordinate and resolve all details of the shutdown for the specific utilities to be shut down, and then submit to Cemetery Director for acceptance a request, 2 weeks in advance of proposed shutdown. When option exists, implement options to minimize interruption of service to the facilities. 4.Contractor shall coordinate with the Cemetery Director to locate the construction fencing, temporary portable potties, material storage containers, etc. if these items are required to perform the contract work. Public access to the National Cemetery shall not be impaired. 5. The Contractor shall assume sole responsibility for safety of all persons on or about the construction site, in accordance with applicable laws and codes. Guard all hazards in accordance with the safety provisions of the latest manual of accident prevention published by the Associated General Contractors of America and OSHA. Fence the construction area as necessary to prevent public access to the work site. 6. The Contractor shall guarantee that all work done under this contract will be free from faulty materials or workmanship and hereby agrees to repair or replace without cost to the VA and to his/her satisfaction all defects or imperfection appearing in said work within a period of one year after the date of final acceptance by the VA of all work done under this contract. 7. Matters related to safety, and any actions of the Contractor, shall meet all safety requirements of Golden Gate National Cemetery Safety Officer, Department of Veterans Affairs, OSHA, and the State. It is incumbent upon the Contractor to be familiar with these requirements. "Safety" shall also include the Contractor having a safety representative who maintains regular and routine contact with the Safety Officer at GGNC. Contractor shall provide training of the contractor's and subcontractor's workers as necessary to meet these requirements. 8. Repair and replace any existing structure to existing condition when altered or damaged by the construction. 9.Completion Time: Forty five (45) calendar days from date of issuance of Notice to Proceed (NTP). ----END---
