- The U.S. Army Technology Applications Office is currently seeking sources capable of providing all necessary management, resources, hardware, and technical service expertise to provide, upgrade, maintain, edit, integrate, and enhance.HIE formatted visual databases as required for a given geographic area in varying degrees of resolution. This is a combined Request for Information (RFI)/Sources Sought announcement only. This request for information is for planning purposes only and shall not be considered as an Invitation for Bid (IFB), Request for Quotation (RFQ), Request for Proposal (RFP), or as an obligation on the part of the government to acquire any products or services. No formal solicitation document exists at this time. No contract will be awarded from this announcement. Your response will be treated as information only, and any requests for solicitation will not receive a response. No entitlement to payment of direct or indirect costs or charges by the government will arise as a result of contractor submission of response or government use of such information. Any information submitted by respondents to this notice is strictly voluntary. The government reserves the right to reject, in whole or part, any contractor input. The information resulting may be included in an RFP, which may be released via the fbo.gov portal and Army Single Face to Industry (ASFI) FedBizOps. Technology Applications Office is issuing this RFI as a means of conducting market research to identify parties having an interest in, and the resources to support, existing Combat Mission Simulators (CMS) used by the United States Army. The results of this market research will contribute to solidifying the acquisition strategy and determining the method of procurement. All personnel performing work under this acquisition will require, at a minimum, a secret security clearance. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541519, Other Computer Related Services. Objective: The U.S. Army has a requirement to procure visual databases, database upgrades, database enhancements, and associated interoperable hardware with its current CMS devices. To comply with the government's Performance Specification(s) for the Common Visual System for its existing 47 and 60 series CMS, it is required that database production, upgrades, and enhancements are developed and provided in.HIE format. Providing such databases will ensure correlation with out-the-window and sensor databases already in use within the CMS devices listed above. In addition, only databases in this format are fully compliant with the custom scripts and configuration management software utilized by unified storage capability already fielded by the government. The government's requirement includes potential.HIE database development for large land areas (120,000 sq km) with imagery source resolutions goals between seven centimeters and one meter, depending on the government's requirement for specific regions within the geographic region identified for database development. Hardware to be procured through this action will support the use of existing databases, as well as databases, upgrades, and enhancements to be procured. Specifically, image generators shall directly ingest geospatial data in the.HIE format. Constraints: The following are some of the constraints that impact the performance of the services under CMS database acquisition: Secret Security Clearance: Secret Security Clearance, based on a National Agency Check completed within ten years is required. All work performed during.HIE database development will be unclassified. All personnel working at the Government locations would be required to hold a current Secret clearance. Work Locations: All.HIE database development work would be performed at contractor facilities and unless otherwise directed by the government. Additional integration work would be performed at various locations throughout the United States and abroad. Contract Terms: In an effort to maximize participation all potential sources are encouraged to respond to this RFI in order to assist in determining the potential levels of interest, competition, and technical capability to provide the required services. Responses must clearly demonstrate the company's ability to provide the contemplated services as described in the scope of this CMS Visual Database Support RFI. RFI Response: Interested sources consider themselves qualified to this level of services described in this document are invited to submit a Capabilities Statement. The Capabilities Statement should include the following: a) Organization name, address, e-mail address, web site address, telephone number, and CAGE code; b) Tailored Capability Statement addressing: 1.Interest to perform the required services; 2.Appropriate documentation supporting organizational and staff capability to execute the requirements described above. Statements shall demonstrate an ability to perform contracts/task orders of similar size, scope, and complexity; 3.Copies of previous completed contracts of similar work and scope with technical POCs for reference. 4.If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. NOTE: Refrain from including elaborate brochures or documentation, detailed artwork, or other embellishments. Interested parties are encouraged to provide information that is clear, concise, and includes sufficient detail for supporting claims of organizational and staff capabilities. Do not simply rephrase or restate the government's objectives, but rather provide convincing rationale to address how to meet the government's needs. The government plans to evaluate the provided information to ascertain the potential market capacity to: Allow all hardware the ability to integrate with current.HIE formatted databases. The history and accuracy of the responding sources' prior geospatial database products to include a timeline from acceptance to delivery of product for a given size and resolution. Show experience in maintaining a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring, retention of key personnel, and risk mitigation of a similar complexity. History of integrating submitted hardware and database with other simulators resembling those stated in the objectives above. Mail and telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. All Capabilities Statements are to be submitted as an electronic response, in Microsoft Office formats and/or Portable Document Format (PDF) to this RFI Sources Sought Notice NLT 1400 hours on 18 FEB 2015.
