Description
he U.S. Army Corps of Engineers, New England District is issuing a Sources Sought announcement for two combined construction projects for Electrical Repairs at the Knightville and Littleville Dams, both located near the town of Huntington, Massachusetts. This announcement is to determine the interest, availability, and capability of HUBZone, Service-Disabled Veteran-Owned and Small Business concerns as described below. The NAICS code for this procurement is 238210. The project is planned to be issued on or about April 2015. The construction will occur in the summer of 2015 and is expected to take about two months, including submittal approval. The estimated construction cost for the combined work is between $100,000 and $500,000.00. The work of these projects consists of the following components: Littleville Dam: Replace the existing distribution system to include the switchboard with transformer for lighting panelboard Replace the lighting panelboard Replace the branch circuit wiring from the switchboard/panelboard to the first device of each circuit Replace feeder conductors from the existing outdoor pad-mounted transformer to the gate tower Provide and install emergency battery units with 2 integral light units at each level of the gatehouse interior at the Flood Control Tower Replace all existing receptacles with GFCI type with weatherproof covers at the Flood Control Tower Replace all existing incandescent lighting with LED lighting in the Flood Control Tower Provide and install emergency battery units with 2 integral light units at each level of the gatehouse interior at the Water Supply Control Tower Replace all existing receptacles with GFCI type with weatherproof covers at the Water Supply Control Tower Knightville Dam Gate Tower: Replace all conduit and boxes under the service bridge. This work item includes construction of a temporary suspended work platform that would hang underneath the service tower bridge to allow for access to the conductors as they are attached to the underneath side of the service bridge. This work would require fall protection. Replace all panelboards Replace all power transfer circuit breakers and meters Replace all service conductors from the manhole at the service bridge to the main distribution panel in the gate tower. This work item also may involve the use of a suspended work platform to be constructed underneath the service bridge, and may also require fall protection. Replace all branch circuit wiring from panelboards to first device of each circuit Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and experience in performing the work components stated above. Please include at least two specific examples of the firm's experience performing the work requirements stated above. The projects must have been performed within the last five years. Please indicate the team subcontractors that will be used to support the offeror's effort and include their prior experience and qualifications. Proof of bonding capability is required. The work components of this project are to take place at both the Knightville and the Littleville Dam. The Corps of Engineers is considering consolidating these two projects into one project. Please indicate whether you would be more interested or less interested in bidding on the project if they are combined into one project instead of two separate projects. Responses are due February 13, 2015 by 5:00pm EST. Responses should be emailed to ATTN: Kim Pumyea kimberly.b.pumyea@usace.army.mil. Responses are limited to twenty pages. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
