- * Note : In order to fully cover the market place this requirement is posted under Classification Codes 17 and 49. The Naval Air Warfare Center Aircraft Division Lakehurst (NAWCADLKE), New Jersey intends to issue a Delivery Order under Basic Ordering Agreement (BOA) N00019-10-G-0004 on a non-competitive basis with Northrop Grumman Systems Corporation (NGSC), Bethpage, NY for a total of six (6) Aft Engine Bay Door Remove and Replace Repair Equipment Tool Sets, P/N 74D110621-1003. This procurement will consist of updating one (1) existing Aft Engine Bay Door Remove and Replace Repair Equipment Tool Set, P/N 74D110621-1001 to the revised configuration (P/N 74D110621-1003), verify repair capability, fabricate and manufacture five (5) Aft Engine Bay Door Remove and Replace Repair Equipment Tool Set, P/N 74D110621-1003 for a total of delivered quantity of six (6) and associated logistic requirement. The Engine Bay Door Tooling is used to remove, replace and repair the F/A-18E/F and EA-18G aircraft LH/RH Engine Bay door 68. The Government intends to procure the above items under the authority of 10 USC 2304 (c ) (1), FAR 6.302-1, this firm is considered the only supplier for this requirement, as they are the original equipment manufacturer (OEM) of the F/A-18 and EA-18G structural components on the aft fuselage locations of the aircraft. NGSC has the requisite knowledge and specialized engineering capability, resources, subject matter expertise, manufacturing techniques and sufficient technical data, to satisfy the Government's requirements within program funding and schedule constraints. The Government does not own current data drawings or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based on the response to this notice, is solely in the discretion of the Government. Responses must be received within fifteen (15) days of publication of this notice.
