- Questions and answers, Round 1 SOURCES SOUGHT Acquire and Operate Unmanned Aerial Systems (UAS) January 15, 2015 Battelle Memorial Institute, Pacific Northwest Division, management and operations contractor of the U.S. Department of Energy's Pacific Northwest National Laboratory (PNNL), in Richland, Washington, is requesting interest from prospective vendors to provide the following: Background PNNL has been tasked by the US Department of Energy (DOE) to acquire and operate Unmanned Aerial Systems (UAS). The tasked mission would require the UAS to collect atmospheric measurements at various altitudes from the surface to a minimum of 15,000 msl (mean sea level). Scope Description In order to accomplish the mission, the line of sight (LOS) signal range must be at least 50 nm. Satellite communication is not required, but would be useful. The UAS must have downlink capability to transmit inflight data to the ground control station in order to make adjustments in real time. The measurements would be taken over longer periods of time. The minimum endurance would be 10 hours. The minimum payload is 40 pounds. External stores/pylon capabilities are preferred, but not required. The minimum payload power load is 300 Watts. Minimum requirements: 15,000’ service ceiling Line of sight communications and data downlink of 50 nm. Minimum endurance of 12 hours Minimum Payload of 40 pounds Minimum payload power of 300 Watts Consideration PNNL is looking for demonstrated experience for all elements in the Scope Description above. Please provide detailed examples of your approach and how you significantly contributed to the fulfillment of these goods and services. To create a vendor’s list and prepare for issuing the RFP, please email the following information to PNNL by 10:00 a.m. PST, Monday, February 16, 2015: Detailed Approach document, not to exceed 4 typed pages (title page and TOC, if any, are not counted in the 4 pages). Please provide the following: Narrative on each of the Scope Description topics (above) for any or all of the requirements identified in this Sources Sought, including: program management, field service support, training, integration of UAS equipment, and technical services.
