- This is NOT a request for proposal (RFP), invitation for bid (IFB), or an announcement of a solicitation as no solicitation package exists at this time. The request is for informational purposes only. No cost data should be submitted. The Government will not pay for any materials provided in response to this notice or any follow-up information requests. Submittal will not be returned to the sender. Respondents will not be notified of the results of the evaluation. NAVSUP FLCSD will utilize the information for technical and acquisition planning only. NAVSUP Fleet Logistics Center San Diego (FLCSD) is seeking qualified Small Business (S/B) sources that have capability to provide technical and functional support to the Information Technology and Communication Services (ITACS) department at Naval Postgraduate School (NPS), Monterey CA. The effort will include providing two (2) Learning Management System Specialists (LMSS) to ensure LMS activities, reports, curricula and metrics are completed accurately and on time as well as provide system administration support, technical user support and training for students and faculty. Additionally, the LMSS team will support the day-to-day ongoing operation, maintenance, usage, analysis and administration of the LMS (See Attached DRAFT SOW). This procurement is anticipated to be a firm fixed price (FFP) Contract and NAVSUP FLCSD anticipates issuing a solicitation for one (1) base year and two (2) one-year option periods for a total Period of Performance of three (3) years. The North American Industry Classification (NAICS) Code is 541519 and the Small Business Size Standard is $27.5M. The DRAFT Performance Work Statement is attached. The purpose of this Sources Sought Notice is to locate and identify qualified Woman-Owned Small Business (WOSB), HUBZone, Service Disabled Veteran Owned Small Business (SDVOSB) and 8 (a) Program and Small Business. Consideration will be given to socio-economic contracting programs (WOSB, SDVOSB, HUBZone or 8 (a)) before considering a small business set-aside (FAR 19.203). Interested firms are invited to respond to this sources sought announcement by demonstrating Technical Capabilities that summarizes relevant experience, knowledge, and capabilities consistent with the effort described in the Draft SOW/PWS. In addition, responses should include the following information: (1) Offerors name, addresses, point of contact, telephone number and e-mail address. (2) Offerors business size to include designation as HUBZone, 8(a), SDVOSB, etc. For 8(a) contractors, please include proposed graduation date from the 8(a) program.
