- Statement of Work This acquisition will be processed under FAR Part 12 - Acquisitions for Commercial Items and will be made pursuant to the authority of FAR 13/105-1(b)(1) to use Simplified Acquisitions procedure for commercial items. This is a Notice of Intent for commercial items. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIH-OLAO-OD3-NOI3647723 and is being issued as a Notice of Intent, under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304 (c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. This sole source contract will be awarded to Illumina Inc. Illumina Inc. is the manufacturer who services these instruments since they are specifically engineered and patented by Illumina and therefore has unique properties which are familiar to Illumina alone. The anticipated award date is January 30, 2015. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code 811219, which has a size dollar standard of $19.0. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of National Institutes of Deafness and Other Communication Disorders, intends to procure on a sole source basis from Illumina Inc., a One Year Comprehensive Service Contract w/Four Option Years, FAR Clause 52.217-8, Option to Extend Services on a 1)HiSeq1000-Part #SV-405-1003-Serial #L174, 2)cBot-Part #SV-304-1003-Serial #6002033, 3)MiSeq-Part #SV-420-1003-Serial #M02351, 4)iScan-Part #N0629-Serial #SV-102-1003 and 5)HiSeq1500-Part #SV-406-1003-Serial #C00132. The National Institute of Deafness and other Communication Disorders, Genomics and Computational Biology Core (GCB), provides DNA sequencing support for the NIDCD intramural program. The HiSeq1000 and HiSeq1500 are used to identify genetic mutations in DNA, or characterize and quantify the RNA representation in specific tissues or cells. The cBot is an ancillary instrument required to prepare samples for the HiSeq100/1500. The HiSeq1000 and HiSeq1500 comprises a laser to excite chemical reactions on a flowcell, a microscope lens and a camera to capture images of the excitation, a fluidics pump system to deliver chemical reagents, a refrigeration unit to store chemicals, a peltier device to control temperature on the flowcell, and a large data storage computer to operate the software and store the image data. The MiSeq is a small scale version of the HiDeq1000/1500. The IScan is also a DNA detection instrument, utilizing a laser, microscope and camera to capture images of labelled DNA samples hybridizing to pre-defined, commercial arrays of short DNA molecules. The purpose of this yearly service contract to keep the HiSeq1000, HiSeq1500, MiSeq, iScan and cBot units in the laboratory operating within the GLP standards, to prevent problems and downtime, and to quickly repair the instrument should the need arise, minimizing the impact of broken instruments on the researchers who rely on them. The most likely qualified technicians are ones that have been trained directly by Illumina, the manufacturer. The scientists and technicians who work in the laboratory performing biological experiments, the building maintenance staff, and the technicians in the DSEIS at NIH are not qualified to perform repair or PM work on these instruments. The contractor shall provide the following coverage: 1)Full coverage for parts, 2)Labor and travel, 3)Reagent replacement upon HW failures, 1PM, Remote Technical Support, 3 business day average on-site response, HW/SW updates, On-site applications support. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 5:00 PM Eastern Standard Time (EST), January 26, 2015 to Ms. Shirlene Smith via email ( ssmith@od.nih.gov ) submission only. All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
