Description
Update: The NAICS code for the National Simulation Center has changed from 541614 - Process, Physical Distribution, and Logistics Consulting Services Packaged to 333318- Other Commercial and Service Industry Machinery Manufacturing. This is a combined Sources Sought Notice (SSN) and Industry Day Announcement. The SSN is not a Request for Proposals (RFP) or a commitment by the US Government. Interested parties are invited to submit a capabilities statement indicating their ability to provide the products described herein. The US Army is looking for a source to provide Initial Outfitting and Transitioning (IO&T) Services to the Veterans Health Administration (VHA) Simulation Learning Education and Research Network (SimLEARN) National Simulation Center (NSC) on the Orlando VA Medical Center (VAMC) Campus at Lake Nona, Orlando, Florida. The anticipated requirement NAICS Code: 541614 - Process, Physical Distribution, and Logistics Consulting Services Packaged. It is anticipated that the contract type will be Firm Fixed Price (FFP). SECTION I - Sources Sought Notice A.Requirement Information. Integration and outfitting will include: comprehensive project management; planning and purchasing of medical and non-medical equipment, furnishings, and accessories; transition and relocation planning; receipt, assembly, installation, and technical inspection; purchase OEM training for equipment/systems; and final turnover to the Government. The program is estimated at $6,000,000. B.Assumptions and Expectations. Responders are advised that the US Government will not reimburse any contractor for any information or administrative costs incurred in the response to this SSN: all costs associated with responding to this SSN will be assumed by the interested party. Not responding to this SSN does not preclude participation in any future RFP or other solicitation, if any is issued. This is a market research for FAR Part 10, not a pre-solicitation notice. There is no formal solicitation available at this time. No award will be made as a result of this market survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. All information shall be submitted at no cost or obligation to the Government. Firms/companies are invited to indicate their interest and capability to satisfy the above requirements by submitting a capabilities statement in White Paper format. The White Paper will be limited to not more than fifteen (15) pages, excluding pictures, and diagrams. The White Paper must also identify: 1.Company Name 2.Company Address / Country Represented / Website 3.Company point of contact and phone number 4.Business Size (Small/Large & Number of Employees) 5.If you are a small business, please describe how you would comply with 52.219-14 to include identifying work percentages between yourself and potential subcontractors. 6.NAICS Code / CAGE Code / DUNS Number 7.Commerciality Determination a. ( ) Our IO&T as described above, has been performed to the general public. b. ( ) Our IO&T as described above, has been performed on a competitive basis to multiple state and local governments. c. SECTION II. - Industry Day Announcement: Description: Program Executive Office for Simulation, Training, and Instrumentation (PEO SRI) Program Manager Medical Simulations (PM MEDSIM) and the Veterans Health Administration (VHA) team, will host a meeting with industry on Wednesday, 18 Jun 2014 in Orlando, FL. We will have a general session beginning at 8:00am (EDT) until approximately 9:00am. Following the general session, we will conduct one-on-one meetings with contractors to discuss items of interest. Government items of interest will be provided to the participating offerors on Wednesday 11 Jun 2014 in preparation for discussions on Wednesday 18 Jun 2014. The Industry Day is open to all interested Offerors who possess the technical capabilities and resources to meet the Government's requirement. Offerors must RSVP to Leslie Dobson NLT 11:00am, Friday, 13 Jun 2014 identifying who from their company will be participating in the Industry Day discussions. On Monday 16 Jun 2014, the Government will advise contractors on their time slots for Industry Day discussions.
