Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is M6890915Q7609 and the solicitation is issued as a Request For Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78. Market Research determined this acquisition shall be set-aside 100% for small business concerns and the contract shall be on a Firm-Fixed-Price (FFP) basis. The principal NAICS code is 541712 with a size standard of 500 employees. This acquisition is to procure the following Datawell BV brand name or equal items: P/N: 10081 (2 EA) Directional Waverider Mklll,0.7 m,AISI316 hull,SST, GPS, 512 Mb, LED light, 1yr battery, P/N: 10177 (2 EA) HF link 25.5 MHz- 35.5 MHz,maximum range SO km, P/N: 10188 (2 EA) Solar panel and power storage, P/N: 10124 (2 EA) Hull painting job, Brantho-Korrux RAL1023 (yellow), P/N: 10137 (1 EA) RX-C, tunable receiver including Ethernet. The materiel must be delivered no later than 45 days after contract award and shall be used by our Amphibious Vehicle Test Branch (AVTB) aboard Camp Pendleton, CA. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. All "equivalent" items must have complete MFG part numbers attached to the vendor's quote in order to be properly evaluated by the Government Agency. Items that do not have proper MFG part numbers will be considered incomplete and the vendor's quote will be considered "technically unacceptable". USMC WIDE AREA WORKFLOW IMPLEMENTATION (AUG 2006) To implement DFARS 252.232-7003, "ELECTRONIC SUBMISSION OF PAYMENT REQUEST (MAR 2007)", the United States Marine Corps (USMC) utilizes Wide Area WorkFlow-Receipt and Acceptance (WAWF-RA) to electronically process vendor requests for payment. This application allows DoD vendors to submit and track Invoices and Receipt/Acceptance documents electronically. The contractor is required to utilize this system when processing invoices and receiving reports under this contract/order, unless the provision at DFARS 252.232-7003(c) applies. The contractor shall (i) ensure an Electronic Business Point of Contact is designated in Central Contractor Registration at http://www.ccr.gov and (ii) register to use WAWF-RA at the https://wawf.eb.mil site, within ten (10) calendar days after award of this contract or modification. Step by step procedures to register are available at the https://wawf.eb.mil site. USMC WAWF clause Addendum: Partial payment is not authorized. The Contractor shall submit one invoice after all supplies or services have been accepted by the Government. Contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) for this acquisition shall be consistent with customary commercial practices. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Quote must be good for 30 calendar days after the RFQ Offer Due Date. Shipping is preferred to be Free On Board (FOB) Destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. (FAR 52.247-34). The Government will award a contract based on Best Value resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Provision 52.212-2, Evaluation -- Commercial Items. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Price; (ii) Technical capability of the items offered to meet the Government requirement; (iii) Past performance.
