Description
The ARNG operates four ARNG Aviation Training Sites (AATS) located in West Virginia (FWAATS),Pennsylvania (EAATS), Colorado (HAATS), and in Arizona (WAATS). Each of the AATS serves as a critical component to the Total Army School System supporting multi-compo graduate, MOSQ, and ASI training. These schoolhouses have a direct impact on the ability of the service components to generate combat power and meet training requirements. The following Sources Sought Announcement consolidates the efforts at the EAATS, HAATS, and WAATS locations The EAATS' mission and resources are provided and coordinated by the National Guard Bureau Headquarters Aviation and Safety Division (ARNG-AV) in Arlington, VA. The Eastern Army National Guard Aviation Training Site (EAATS) was established in 1981 and is designed to fill a critical need in modernized aviator qualification and enlisted training in aircraft assigned to the Army National Guard. The EAATS is a TRADOC Total Army School System certified aviation training institution located on MUIR Army Airfield, Ft. Indiantown Gap, in central Pennsylvania. The EAATS conducts National Guard Bureau directed flight and academic instruction in the CH-47D/F and UH-60A/L aircraft, enlisted training for cargo and utility helicopter maintainers, noncommissioned officer professional education, and provides regional simulator support in the CH-47D/F,UH-60A/L and the UH-72A simulators for all Army components and international military students. HAATS, located in Gypsum, Colorado, was established in 1985 and assigned to the Colorado Army National Guard as a tenant unit with support from the Army National Guard's Readiness Center. The organization conducts high-altitude Search and Rescue operations and executes Department of the Army directed functional training for the U.S. and allied military pilots and enlisted personnel in aviation skills pertaining to power management and environmental flight techniques in high density altitude and high aircraft gross weight conditions at altitude above 6,500 feet Mean Sea Level (MSL). HAATS fills a critical need in environmental flight and power management and training in the UH-72A, UH-60A/L/M,CH-47D/F and other aircraft. HAATS supports both pre- and post-mobilization training, augmenting the Training and Doctrine Command's (TRADOC) aviation training mission as an activity certified by the U.S. Army's Aviation Center. The Western Army National Guard Aviation Training Site (WAATS) was established in 1986 as an accredited TRADOC Total Army School System (TASS) aviation training institution. Designed to fill a critical need for aviator and enlisted training in aircraft assigned to the Army National Guard, the WAATS is located on Silver Bell Army Heliport in Marana, AZ, as an Arizona National Guard tenant unit. Mission and resources are provided by the Army National Guard Headquarters in Arlington, VA. As of Fiscal Year 2014, the WAATS mission has expanded to include individual raining and qualification in the UH-72 and UH-60A/L aircraft. The WAATS also provides non-commissioned officer (NCO) education, military occupational skills (MOS), and additional skill identifier (ASI)qualification training in the fields of aviation maintenance and flight operations. The WAATS also provides simulator based training and support for ARNG aviators as well as other DOD, DHS and foreign militaries.
