- The U.S. Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager Combat Ammunition Systems (PM-CAS) anticipates awarding a five (5) year Firm Fixed Price, sole source contract (base year plus 4 options) for the Load, Assemble and Pack (LAP) of the 120mm M931 Full Range Practice Cartridges (FRPC) and the M933A1 and M934A1 High Explosive (HE) Mortar Cartridges Ammunition to American Ordnance (AO), who is the operator of the Iowa Army Ammunition Plant (IAAAP). This sole source contract is intended to be issued using 10 USC 2304(c) (3) as authorized by FAR 6.302-3(a)(2)(i); Industrial mobilization; engineering, developmental, or research capability; or expert services, to maintain a facility, producer, manufacturer, or other supplier available for furnishing supplies or services in case of a national emergency or to achieve industrial mobilization. Awarding to IAAAP will allow the Government to continue the viability of the organic base and ultimately the effectiveness of America's defense industrial base as a whole. It will also help IAAAP maintain the capability to melt-pour medium and large caliber ammunition, which will allow the Army to have the ability to equip, sustain, and support troops and contingency operations at times of war for mobilization and potential surge requirements. This procurement provides the Army and industrial base a greater flexibility, which is required in an uncertain future by ensuring a responsive production capability at an Army Ammunition Plant. This award also ensures the continued viability of the IAAAP LAP facility, its supplier base and vital facilities in the event of national emergency. The M931 FRP Mortar Cartridge utilizes an M781 Point Detonation Fuze which detonates upon impact and provides flash bang and smoke signature for training. The M933A1 and M934A1 High Explosive Mortar Cartridges are fuzed high explosive cartridges, intended for use against personnel and materiel targets, and provide fragmentation and blast effects. The M933A1 and M934A1 Mortar Cartridges utilize a M783 Point Detonating/Delay (PD/DLY) Fuze and M734A1 Multi-Option (MO) Fuze, respectively. The cartridge detonates upon proper functioning of one of the following selectable functioning modes: 120mm Proximity, Impact or Delay. The estimated total LAP quantity for the 5 year contract is 843,107 cartridges. The contractor must be able to LAP a minimum quantity of 10,000 120mm HE/FRPC Mortar Cartridges per month. The cartridges will be built to a certified Government Technical Data Package (TDP) which will be available upon award and will undergo a First Article Acceptance Test (FAAT). The period for this synopsis is from 22 January 2015 thru 13 February 2015. This notice does not constitute a formal Request for Proposal (RFP), nor is the Government obligated to issue an RFP.
