This is a Sources sought announcement for market survey purposes only. This is NOT a solicitation for proposals and no contract shall be awarded from this announcement. Solicitation Number: W58RGZ-15-R-0116 Agency: Department of the Army Office: Army Contracting Command Location: ACC-RSA - (Aviation) Notice Type: Sources sought Synopsis: The Army Contracting Command - Redstone is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for a two (2) year extension and increase of the maximum dollar amount of the existing Indefinite Delivery Indefinite Quantity (IDIQ) Engineering Support Services Contract, W58RGZ-13-D-0014 with Rockwell Collins, Incorporated Government Systems (RCIGS) for the Black Hawk (UH-60) aircraft Avionics and the Training Devices that support the aircraft. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336413. This notification is a Sources sought only to support Market Research. Any responses received will be treated as information only and shall not be used as a proposal. This sources sought notification is part of a continuous process for obtaining the latest industry information. The information provided herein is subject to change and in no way binds the Government. It shall not be construed as a commitment on the part of the Government to solicit for or award a contract. The Government will not pay for information solicited. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse any expenses incurred to parties responding to this sources sought notification. Background: The UH-60 helicopter has been in production for over 33 years and is continuously undergoing modification to meet program, mission and Army requirements. These modifications include the avionics of the helicopter and the training devices that replicate the functions and capabilities of the UH-60 helicopter. Various improvements and upgrades are being pursued to capitalize upon the development and insertion of new and emerging technologies, to reduce Operations and Support (O&S) costs, and to maintain aircraft-to-simulator concurrency allowing for optimal operator training. Modifications are frequently applied to fielded aircraft and fielded training devices and are also incorporated into the ongoing production line through Engineering Change Proposals (ECP). Due to the growing age of the UH-60 fleet and the rapid advancement in warfighting technology, the pace of and the need for change has increased significantly. An IDIQ was awarded in FY 13 to Rockwell Collins, Incorporated Government Systems (RCGS). The Period of Performance (PoP) began on 20 November 2012 and ends on 30 September 2015 and is for three ordering periods: FY 13: 20 November 2012 - 30 September 2013, FY 14: 01 October 2013 - 30 September 2014 and FY 15: 01 October 2014 - 30 September 2015. Instructions: The Section entitled: quote mark System Requirements quote mark contains requirements that must be met by any interested party. Any interested party shall provide written response No Later Than (NLT) 15 days from the date of sources sought posting. The written response shall be limited to 5 pages and shall include the following information: Sources Sought Requirements - Description of Information Requested 1.Provide company information including: a.Company name and address. b.Size of company (number of personnel, total revenue, ownership, CAGE Code, Parent Corporation, etc.). c.Point(s) of contact including name, phone number, address, and email and length of time in business. d.Geographic presence. 2.Describe your organization's experience with similar efforts. 3.Address how to ensure an adequately experienced and trained staff, your process for verifying qualifications, education, certification, and professional requirements and how often this information is obtained or updated. 4.Describe how your organizations Cybersecurity policy and practices align with the system requirements listed in this notification. 5.Provide recommendations on benchmark skills or criteria used to evaluate quality analysis, including analytic tools and writing techniques. 6.Identify conditions or issues requested in the sources sought that cannot be met or may interfere with the intention of this project. 7.Provide any other pertinent information that will assist us in this assessment. Provide updates to the H-60M aircraft's multi-functional display (MFD), which provides display of primary flight instrumentation, aircraft status, warning, cautions and advisories, digital maps, flight plan information, and aircraft survivability information. The MFD software requires periodic updating to accommodate obsolescence issues, functional features and interfaces to changing or new aircraft sub-systems. 3. Provide updates to the accredited aviator and maintenance personnel training devices for the H-60M aircraft. Both flight and maintenance training devices (simulators) must be kept current with the actual aircraft so as to provide realistic training, increase readiness, and reduce operational risk. The H-60M simulators must also be maintained to mitigate obsolescence and comply with Cybersecurity requirements. 4. The vendor must be capable of complying with the clause at Defense Federal Regulation Supplement (DFARS) 252.204-7012 - Safeguarding of Unclassified Controlled Technical Information and at a minimum have a Cybersecurity program that follows the National Institute of Standards and Technology (NIST) Framework for Improving Critical Infrastructure Cybersecurity and subsequent compliance assessments performed by the Government.
