Description

PRE-SOLICITATION NOTICE: This pre-solicitation notice is to provide a DRAFT Request for Proposal (RFP) in support of the Veterans Affairs (VA) Medical and Surgical Prime Vendor (MSPV) Program. The VA's Strategic Acquisition Center (SAC) intends to issue Request for Proposal (RFP) VA119-15-R-0025 for an unrestricted procurement under a Firm Fixed Price contract type as described in the draft RFP. In accordance with FAR part 15.201, Exchanges with industry before Receipt of Proposals, this draft RFP is provided to assist prospective offerors in the planning and development of proposals for future submission pending release of the final RFP version. The information provided under the draft RFP is subject to change prior to release of the final RFP. The final RFP is scheduled to be released on or about Feb 26th, 2015 with a tentative closing date of April 16th, 2015. The North American Industry Classification System Code (NAICS) is 339112. The contract period of performance will be for one 20 month base period with two twenty month option periods. It is the responsibility of the prospective contractors to be familiar with the applicable clauses and provisions. The SAC is encouraging industry input, comments, and questions from all interested companies to include small and small disadvantage businesses. The purpose of exchanging information is to identify and resolve concerns regarding the acquisition and to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality supplies and services at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. This pre-solicitation notice is for planning purposes only and does not commit the Government to any contractual agreement. The Government will not award a contract based upon vendor responses to this announcement. The Government does not assume any costs associated with obtaining the draft solicitation documents or industry responses to the draft solicitation documents. The final solicitation will be electronically available for download at the following URL: https://www.fbo.gov. Any future amendments to this pre-solicitation notice (if applicable) will also be available electronically under the previously stated URL. No paper copies of the solicitation will be available, and no telephone requests for paper copies of the solicitation will be accepted. Interested offerors are advised to continuously check this URL for any changes to the solicitation and amendments to this pre-solicitation notice.
