MARKET RESEARCH REQUEST FOR INFORMATION (RFI) for Pocket J and Link 16 Alaska Depot Maintenance Activation Working Group (DMAWG) The Product Support Manager for the Pocket J Program and Link 16 Alaska (LAK) is seeking information in support of market research being conducted by the United States Air Force (USAF), AFLCMC/HNA, Space, Aerial & Nuclear Networks Division, Ground Systems Branch, Hanscom AFB, MA 01731-2100 to assist in developing concepts, methodologies and sources for software depot maintenance and sustainment of the Pocket J Production system and LAK system. Any information submitted by respondents to this RFI is strictly voluntary. This RFI does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. There is no solicitation available at this time. Requests for a solicitation will not receive a response. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to this RFI. I. Introduction: The Pocket J system is a Homeland Defense initiative to provide ground-based, Tactical Data Link (TDL) coverage areas, or "pockets", over high value Continental United States (CONUS) areas and link these TDL pockets back to a North American Air Defense Command (NORAD) Air Defense Sector (ADS) for Command and Control (C2) of air assets. The military J-series message standard is used to convey the status and C2 information between the TDL pocket and the ADS, hence the name, "Pocket J." The LAK system provides the necessary connectivity with Long Range Defense Teams (LRDT). II. Background: The Pocket J design consists of Fixed Elements (FE), which are installed at the NORAD ADS and Remote Elements (RE), which are installed in locations throughout the CONUS. The REs provide the "pockets" of TDL coverage. The ground-based elements connected by multiple communications paths, ensure continuity of operations. Pocket J provides Situational Awareness Data Link (SADL) and Link-16 Tactical Data Link (TDL) coverage areas for protection of designated high-value areas and national security strategic assets throughout CONUS The LAK system provides tactical data link and voice communications for a variety of aircraft flying across the Alaskan NORAD Region. LAK consists of remotely managed Link 16 ground entry points across the Alaskan wilderness. III. Scope: This RFI is directed to highly competitive potential prime contractors or contractor teams who have demonstrated experience in software depot maintenance activation for complex over the horizon TDL communication systems and their component parts and software. The proposed scope of work required to support the Government Depot Maintenance Activation Working Group (DMAWG) and its analytic activities may include but is not limited to: 1.0 SOFTWARE TASKS/DELIVERABLES 1.1 Identify all software components associated with the LAK and Pocket J systems 1.2 Provide a detailed description of all components identified in 1.1 1.3 Identify ownership of data of all components in 1.1 1.4 Identify changes made to components identified in 1.1 in last 3 years to include complexity, urgency, Source Lines of Codes (SLOC)s changed, development environment changes 1.5 Identify projected changes to be made to components identified in 1.1 in next 3 years to include complexity, urgency, SLOCs change, development environment changes 2.0 LAK AND POCKET J DMAWG ACTIVITIES 2.1 Participate in bi-weekly telecoms 2.2 Participate in quarterly DMAWG meetings. Quarterly travel required. 2.3 Work action items assigned to the contractor 2.4 Provide action item results to DMAWG members 2.5 Provide activation support data to the DMAWG members in support of activation activities 2.6 Assist with development of a software transition plan from contractor to Air Force Organic 2.7 Provide assistance to determine the best, most cost effective way to stand up the organic depot at WR-ALC. IV. Data Submission Requirements: The Government requests interested parties to provide the following documentation: 1. A statement of interest and provide concepts and strategies for the creation and activation of a software depot maintenance activity for the Pocket J system and LAK system. 2. A response to the following topics including supporting information/evidence for the answer to each topic. A. Familiarity with and access to the source code for all software utilized in the Pocket J Production system and LAK system, including relevant intellectual property and licensing agreements with the originators of such software. B. The development and construction of run time environments and/or system integration lab(s) required for the maintenance of the source code for all software utilized in the Pocket J Production system and LAK system. C. The ability to develop workload requirements for software maintenance activities conducted within such a run time environment or system integration lab. D. The ability to develop cost models for software maintenance activities and the operation of run time environments or a system integration lab. 3. Identify past software depot maintenance experience. V. Submittal: The Government requests responses to this RFI be delivered to the Government no later than 10 Feb 15. Respondents should identify their company name, address, telephone number, and point of contact on packaging and title pages. The company name should appear clearly on every page of your submittal and proprietary information must also be clearly marked. Please limit responses to 15 pages or less. The font should be Times New Roman and no smaller than 12 point font. The Government requests responses be provided electronically. The Government will review Industry responses in detail. If the Government would like to discuss your response to this RFI they will contact you for additional information. The information received will not obligate the Government in any manner nor will the Government reimburse contractors for any costs associated with submittal of this request for information.
