Description
This is a presolicitation notice for window repairs and rehabilitation to the historic Richard C. Lee Federal Courthouse, New Haven, CT. The work will include but is not limited to: Removal of the existing insulated window glazing systems and the provision of a laminated insulated glazing system including limited associated repairs. Removal of the existing single-lite glazing and provision of a laminated single-lite glazing at the west elevation bronze window system, including cleaning and preparation of the interior frames for glazing installation and limited exterior repairs. Limited repair and restoration of interior plaster surfaces. Removal and replacement of the perimeter window and door sealants and the preparation and painting of exterior wood and metal surfaces. Removal of the existing membrane watertable covering and provision of a cold fluid-applied membrance covering including repairs and replacement of the adjacent copper flashing system. Preparation and installation of lead 'T' joint covers at the horizontal joints of the decorative roof parapet elements. Masonry Restoration (including rust stain removal), repointing of 100% of the existing stone surfaces, miscellaneous stone repairs including the provision of Dutchmen and crack repair. Spot Repointing and Masonry Restoration of the inner courtyard. Removal and replacement of the existing aluminum entrances within bronze hoods including repairs to the bronze hoods, door hardware, weatherstripping, and limited interior/exterior stone paver repair as well as the removal and replacement of the UL Level 4 glazing from west elevation entrance system. Removal of the interior ballistic window system and ballistic glazing of the exterior wood windows and the repairs/restoration of the exterior wood windows, provision of ballistic glazing within the existing wood windows and the provision of new interior operable UL Level 4 operable (awning) windows and including support system to provide a vented cavity as well as miscellaneous interior repairs as required. Exterior Ballistic Windows shall include, but limited to, the removal of the existing exterior wood window and interior ballistic metal window system and the provision of new custom UL Level 4 exterior fixed ballistic windows to match existing historic profiles, the removal and replacement of the ballistic glazing from the existing wood windows and miscellaneous interior supports and repairs as required. This project includes Alternates, Options, and Unit Prices, which will be evaluated as part of the award. The contract performance period is approximately 425-660 days from issuance of the Notice to Proceed, with an anticipated construction start date of Spring 2015. This solicitation is Set Aside for Small Businesses ONLY. GSA strongly encourages participation by all small businesses and related socioeconomic categories. of Small Disadvantaged, Women-Owned, Service Disabled Veteran-Owned and HUBZone Businesses. The magnitude of construction is between $5,000,000 and $10,000,000. The NAICS Code is 236220, the Small Business Size Standard is $33.5 million. All individuals working on this project will be required to obtain security clearances. The approach to source selection for this procurement represents the best value to the government in accordance with price and technical evaluation factors and not necessarily the lowest price. The solicitation will require offerors to submit a technical and price proposal. The technical evaluation factors for the evaluation process are as follows, listed in descending order of importance: 1) Proven past performance in providing general construction services in historic renovation, restoration; reproduction on projects of similar size. ; 2) Management Plan and Technical Approach and Environmental Plan. 3) Proven plan to procure, and manage technically qualified Specialty Subcontractors listed in the Contract Specifications; 4 ) Qualifications and experience of key personnel. The solicitation, including drawings and technical specifications, will be available via the Fedbizops website at www.fedbizops.gov. on or about 01/30/2015. Contractors are responsible for printing the solicitation and all related documents. It is the contractor's responsibility to monitor this site for the release of the solicitation, any amendments and related information. The RFP will provide a date, time and location for the Pre-proposal Conference. CONTRACTORS ARE REQUIRED TO REGISTER WITH THE CENTRAL CONTRACTOR REGISTRATION (CCR) at www.ccr.gov prior to Award.
