- This is a SOURCES SOUGHT NOTICE; there is no solicitation available at this time. No response will be provided to requests for solicitation. THIS SOURCES SOUGHT NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. The Defense Threat Reduction Agency (DTRA) is seeking capabilities statements related to the following: DTRA's Research and Development (RD) Nuclear Technologies Nuclear Threats (NTDN) branch seeks technologies to detect, assess, monitor and assist in the mitigation of nuclear threats via non-radiological means. The main focus of the branch is the ability to localize search and mitigation efforts from large, wide areas such as a country or region, to an area where radiation detection or direct action can be successfully applied. Another focus is to provide capability to determine if a non-US nuclear weapon or nuclear materials have been compromised; if they have gone from an accountable to unaccountable status, have been stolen, etc. DTRA seeks a performer with the capabilities to provide information that will enable DTRA NTDN to determine the best investment strategy and areas of research. This effort combines and integrates research, subject matter expertise, literature research, and scenario analysis to provide insights into detecting radiological and nuclear threats via non-radiological means. Specific requirements are as follows: • Ability to perform classified work at the Top Secret level to research and assess data and technical insights on foreign nuclear weapons handling and security procedures. The ability to take said information and determine what signatures or indicators can be used to determine if there is an event of NTDN's concern, or use these signatures and indicators to localize search efforts. • Ability to bring subject matter experts into the effort for insight and to predict realistic scenarios. • Ability to facilitate and conduct scenario walk-throughs of potential "loose nuke" scenarios to determine signatures and indicators of concern and learn where NTDN could effectively apply their time and funding. • Ability to facilitate and conduct peer-review of material. • Ability to draft and execute an Organizational Conflict of Interest (OCI) Avoidance and Mitigation Plan. Sources having the capability to meet these requirements are invited to respond to this notice. Responses should be limited to a three (3) white paper in 12 point Times New Roman font, not including cover page, cover letter and table of contents. Any proprietary concepts of information should be clearly identified as such. Submitted data and information will not be returned. Any information submitted in response to this Sources Sought Notice is strictly voluntary. This notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Firms responding should include their DUNS number, cage code and indicate whether they are a small business. Electronic responses are required and shall be submitted to: robert.swahn@dtra.mil. All emails should include in the subject line the Reference Number and the submitting organization's name. All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available. Requests for same will be disregarded. There is no commitment by the Government to issue a solicitation, to make award or awards, or to be responsible for any monies expended by any interested parties in support of any effort in response to this Sources Sought Notice.
