- F-16 Link-16 Antenna Solution Sources Sought RFI SOURCES SOUGHT SYNOPSIS/REQUEST FOR INFORMATION: Solicitation Number: FA8232-14-R-3005 Notice Type: Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought/Request for Information is to conduct market research to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 334511 which have a corresponding Size standard 750 employees. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran­ Owned, Hub-zone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice and identify your small business status to the identified NAICS code if applicable. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers within the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work that will be accomplished by the teaming partners. The Government will use this information to determine the best acquisition strategy for this procurement. 2. Program Details: 2.1 A previous RFI (F-16 Block 25/30/32 Link 16 Solution) was released to identify potential contractors who have the skills, experience, and knowledge required to successfully provide a viable radio solution to provide Link 16 capabilities for the F-16 Block 25/30/32 aircraft in a small form factor with minimal aircraft wiring (Group A) additions, and that would work in cooperation with other radios/data links on the aircraft. This follow-on RFI is seeking an antenna solution intended to be used in conjunction with the radio solutions that were presented at Industry Day on 26 - 27 Aug 2014 (F-16 Block 25/30/32 Link Industry Day), and 6 - 8 Oct 2015 (F-16 Block 25/30/32 Link 16 Follow-On Industry Day), in response to this required radio solution. The following information is provided to identify potential contractors who have the skills, experience, and knowledge required to successfully provide the capability described below. The F-16 Program Office is concerned about the Radio Frequency (RF) interference a new Link 16 radio may cause on IFF/AIFF and TACAN systems on the F-16. We are looking for solutions with regard to both MIDS-JTRS and small form factor radios as discussed in former Link 16 RFI F-16 Block 25/30/32 Link 16 Solution. We are pursuing a solution which allows Link 16, IFF\AIFF and TACAN to function simultaneously. To understand the market and potential sources, please answer the following questions. Please keep all answers at an unclassified level. a. Do you currently have an existing antenna solution, and are you able to prove the technology? b. If no existing solution is currently available, what is your estimated time required to provide the solution? c. Are you able to use the existing F-16 Block 25/30/32 antennas and seamlessly integrate them without causing RF interference? d. If you are unable to use the existing F-16 Block 25/30/32 antennas, what is your antenna solution that does not cause RF interference? e. Identify the size of the antenna required for your solution. f. Is the F-16 Block 40/42/50/52 MIDS antenna (including RF filters) configuration a solution you could provide? 3. When responding please include: a. Company Name and CAGE code. b. Who your POC is? Please provide an email address and commercial phone number. c. NAICS Code. d. Business size classification for NAICS and qualifications if any and any sub-category. e. Would you be a prime or subcontractor? f. Your lead time for the task performance. g. What is your familiarity with the existing F-16 Communication suite? This includes radios, RF cabling, antenna, data links (Block 30 SADL and Block 40/42/50/52 MIDS LVT). h. Detailed answers to the questions in 2.1 a - f above.
