- This is a notice of intent to award a sole source BPA (Blanket Purchase Agreement) and is not a request for competitive solicitations under the Statutory Authority 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit a quote and enter into a BPA with New Community Shelter, Inc., located at 301 Mather Street, Green Bay, Wisconsin 54303, for the services of 24/7 Emergency Housing for the Department of Veterans Affairs, Clement Zablocki VA Medical Center, 5000 W. National Avenue, Milwaukee, Wisconsin 53295. One of the charges of the Department of Veterans Affairs is to end veteran homelessness. This BPA is for emergency housing services 24 hours a day, 7 days a week in the Green Bay area. The emergency housing facility must be ADA compliant, operational (or able to be operational within 30 days after award) and house both male and female veterans. The VA has a requirement for the emergency housing provider to have laundry facilities on site, as well as provide three nutritious meals per day as well as access to snacks between meals and in the evening. The provider must pass a VA site inspection in order to be eligible for an award. The provider must have at least three years of emergency housing service experience. Sources interested in responding to this notice are required to submit a capability statement that includes experience (in years), identifies staff, the facility, nutritious meal plan, laundry facilities, and cost information in sufficient detail that clearly demonstrates the capability to perform the required work. All capability statements received by the due date of this notice will be considered. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement or to proceed with a sole source BPA.
