N62387-MS-PM-15-013 SUBJECT: TRANSPORT OF EX-USS ENTERPRISE (CVN 65) 1. THIS IS A MARKET SURVEY CONDUCTED BY THE STRATEGIC SEALIFT PROGRAM OFFICE OF MSC. IT IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE WILL NOT BE CONSIDERED AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN THE PREPARATION OR SUBMISSION TO THIS MARKET SURVEY OR TO CONTRACT FOR SERVICES. 2. MSC REQUESTS INFORMATION ABOUT THE PRICE AND AVAILABILITY OF U.S. AND FOREIGN FLAG HEAVYLIFT/SEMI-SUBMERSIBLE VESSELS AND/OR TUGS EACH WITH MINMUM 150 LONG TON BOLLARD PULL TO TRANSPORT THE INACTIVATED/DEFUELED EX-USS ENTERPRISE (CVN 65). 3. LOADING PORT : VICINITY NORFOLK, VA 4. DISCHARGING PORT: US GULF COAST AND/OR US PACIFIC NORTHWEST 5. CVN GENERAL SPECIFICATIONS a. LENGTH OVERALL: 342 METERS b. BEAM: 40.5 METERS c. DRAFT: APPROX. 12 METERS d. WEIGHT: 76,000 LONG TONS 6. LAYDAY PERIOD: 01 JUNE - 31 OCTOBER 2017 7. IF PROPOSING A TUG OPTION, TWO TUGS ARE REQUIRED AT ALL TIMES (ONE TOWING, ONE IN READY STAND-BY). NO STOPS PERMITTED ENROUTE INCLUDING STOPS TO BUNKER TUGS, THEREFORE ADDITIONAL TUG(S) MAY BE REQUIRED. 8. "DRAFT" NAVSEA INSTRUCTION 4740.12 "TOWING AND PREPARATION FOR STORAGE SPECIFICATION FOR INACTIVATED DEFUELED NUCLEAR POWERED AIRCRAFT CARRIERS" WILL BE MADE AVAILABLE UPON REQUEST. THIS INSTRUCTION ALSO INCLUDES A HEAVY LIFT SECTION. FOR THE HEAVY LIFT OPTION, THE NAVY WILL ALSO PROVIDE A COPY OF A DOCKING PLAN AND SHIP LINES DRAWING UPON REQUEST TO FACILITATE PLANNING FOR THE DOCKING OF THE VESSEL. 9. INTERESTED PARTIES ARE REQUESTED TO PROVIDE THE FOLLOWING INFORMATION: a. DESCRIPTION OF VESSEL(S) b. LUMP SUM FOR THE ENTIRE MISSION (US GULF COAST AND/OR US PACIFIC NORTHWEST) c. PROPOSED LAYDAYS INSIDE THE LAYDAY PERIOD d. ANY OTHER PERTINENT QUESTIONS OR COMMENTS e. BUSINESS SIZE 10.
