AMENDMENT 0002: This is Amendment 0002 to the RFI D15PS00070 to post the Questions and Answers (Q&A) in response to this RFI. The Q&A is attached to this notice. No further changes to the RFI under this Amendment. AMENDMENT 0001: This is Amendment 0001 to the RFI D15PS00070 to extend the response due date to January 26, 2015 at 5:00 p.m. Eastern Time. No further changes to the RFI under this Amendment. REQUEST FOR INFORMATION (RFI) - D15PS00070 For Department of Defense, Office of Military Community and Family Policy, Military OneSource Website The Department of Interior, Acquisition Service Directorate (AQD) will handle this Request for Information. AQD is a Federal Franchise Fund Contracting Office within the Department of Interior under the authority of the Government Management Reform Act and provides contracting support to all Federal and DoD Agencies. As this is a RFI only, all subsequent information such as responses to questions and answers related to this RFI will be posted to FedBizOpps. However, dependent upon the acquisition strategy, this requirement, if it becomes an acquisition, after the RFI may be conducted through GSA e-Buy. INTRODUCTION The last decade has produced a remarkable transformation in the digital world. Enlistees being sworn-in the fall of 2014 were born in 1996; back then, service members and their families used a computer with a modem on a desk to connect to the Internet and their new electronic-mail accounts. Today, more than 90 percent of U.S. adults own mobile phones, 65 percent have smartphones, and 74 percent participate in social networks. That includes today's modern military community, 85 percent of whom are 35 years old and younger - "militaryennials." Because of these deep-seated and ongoing changes, strategies of outreach and engagement require fresh approaches to forge and maintain interactive connections with our entire military community - service members, their families and their survivors, the service providers and Command. The Military OneSource website is the Department of Defense's centrally-managed hub for resources needed by military families to navigate the myriad issues of military life. The Military OneSource website provides information and assistance, to include confidential non-medical counseling. At this time, the Military OneSource website needs to be enhanced to incorporate evolving outreach and engagement best practices. As global reliance on digital platforms for the delivery of information, resources and services increases at a rapid rate, the Military OneSource website must stay current with emerging technologies and strategies in order to remain effective and relevant. As a result, this website must meet the following objectives: • Improve the current processes for outreach, engagement and online service and program delivery by implementing industry best practices and increase future service and program delivery options through the Military OneSource website. • Improve the effectiveness, efficiency and economy in the delivery of programs and services by leveraging web-based programs and services technology. RFI OBJECTIVE The objectives of this RFI are as follows: • Gather information on Contractors expertise and innovation in the Federal Government space and private sector in the areas of: Web, Outreach and Engagement, Analysis, Service Delivery Platforms and Service Members and Military Families as indicated in the draft requirements document • Gather information on how Contractors would approach this requirement and provide an innovative end-result that will meet the Government's needs as indicated in the draft requirements document • Gather information on how Contractors would handle technical refresh to ensure the website remains up to date as technology changes • Gather information on Contractors' experience in the area of digital platforms and business capacity to perform this work • Gather estimated pricing information for a period of performance of a Base and four (4) Option Years • Gather comments and overall feedback on the draft requirements document. The Government is in the process of finalizing its requirement and would like the benefit of feedback. Interested parties are encouraged to respond to this RFI with their comments, concerns, questions or suggestions. The RFI is part of the acquisition planning and market research phase for this acquisition. The input received from this RFI will be considered in preparing the official solicitation package. The Government's intent is to obtain responses to the objectives listed above to survey the current marketplace to assist in the development of this requirement and determining the appropriate acquisition strategy. An announcement for quotes/proposals is not a part of this RFI and a task order/contract will not be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Interested parties responding to this RFI are not bound by the information in their responses. INSTRUCTIONS 1. Interested parties are encouraged to submit their responses via email to the Point of Contact listed below. Any questions regarding this RFI must be received no later than Monday, December 29, 2014 12:00 PM Eastern Time. All responses must be received no later than Thursday, January 15, 2015 5:00 PM Eastern Time. 2. All documents and materials submitted in response to this RFI will become the property of the Government, and will not be returned. 3. Responses must be no more than 6 single sided pages and must include the following. • Point of contact information which includes: Vendor company name and address, name of a point of contact, title, email address, phone number, GSA contract number, recommended NAICS and business size. • Six (6) page narrative addressing all of the RFI objectives listed on page 2 including a rough order of magnitude • Provide one or more URLs to demonstrate previous work products POINT OF CONTACT The points of contact for this RFI are Anita K.
