- 15RJT91_syn The Naval Surface Warfare Center (NSWC), Crane Division intends to procure technical, logistical and management support services to provide lifecycle sustainment and integration support for Joint Friendly Forces Tracking (FFT) equipment and situational awareness (SA) systems located worldwide by awarding a two year cost plus incentive fee (CPIF) contract on an other than full and open competition basis to Trailblazer Innovations, Inc., (Cage: 4TW39), 545 Thrashers Creek Road, Amherst, VA 24521, under the statutory authority 10 U.S.C. 2304(c)(5) as implemented by FAR 6.302-5(a)(6), other than full and open competition may be invoked under the Veterans Benefits act of 2003. The procurement will be conducted in accordance with FAR Part 15. The anticipated contract total ceiling value is estimated to be $3,500,000.00. The draft performance work statement (PWS) is provided as an attachment to the synopsis and includes a detailed description of the technical requirements. The work to be performed in completion of tasking of this contract involves access to, and handling of, classified matter up to and including TOP SECRET. The contractor must be able to possess a facility clearance and have cleared key contractor personnel. Key contractor personnel must possess required TOP SECRET/Sensitive Compartmented Information (TS/SCI) security clearances and have in scope Single Scope Background Investigation (SSBI). A responsible source must state or demonstrate in their capability statement, proposal, or quotation the ability to meet the facility clearance/personnel security clearance requirements of the intended contract. If the responsible source does not currently have the clearances as required, they shall demonstrate their completion of the preparatory steps necessary to be granted a facility clearance within their capability statement, proposal, or quotation. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the government to not compete the anticipated contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. To be eligible for award, contractors must be properly registered in the System for Award Management (SAM) via https://www.sam.gov. Offers may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 (1-334-206-7828 for international call) or via the internet at https://www.acquisition.gov. In accordance with FAR 4.1201, prospective contractors shall also complete electronic annual representations and certifications at ORCA accessed via https://www.acquisition.gov in conjunction with required registration in the SAM database. Offerors must also be registered and current in the Joint Certification Program (JCP) IAW FAR 4.11 in order to receive the solicitation attachments. Information about the JCP is located at http://www.dlis.dla.mil. The solicitation and all changes to the requirement that occur prior to the closing date will be provided directly to Trailblazer Innovations, Inc. and those offerors that submitted a capability statement, proposal, or quotation.
