Description
Performance Work Statement extract: 5.1 Provide ISR Program Support. The contractor shall provide support to the program management of the ARNG ISR program, providing helpdesk support and technical expertise in the areas of ISR Infrastructure, Services Performance, Services Cost, and Mission Capacity. 5.1.1 Provide General ISR Support. The contractor shall manage the ISRWeb roles for the ARNG, approving/denying requests of Guard users and ensuring all requests are actioned appropriately. The contractor shall maintain the ISR Service Manager POC List and update as necessary. The contractor shall provide ISR data as requested to update various briefings and Information Papers, including ARNG Facility Footprint, State of the State briefings, and Command-level briefings. The contractor shall populate the ARNG ISR Calendar of Events with upcoming training events and data collection due dates. The contractor shall develop and maintain a Frequently Asked Questions document for both Infrastructure and Services and update as necessary. The contractor shall provide helpdesk support to the States and NGB personnel consisting of technical and procedural support in the use of ISRWeb, ISR data and processes. 5.1.2 Provide ISR Infrastructure Support. The contractor shall provide help desk support to States during the quarterly ISR infrastructure data collection and annual 1% Engineering Assessment collection. The contractor shall analyze quarterly and annual infrastructure data to include Excluded Assets, Missing Assets, and Mis-categorized Assets, and provide recommendations to the ARNG ISR Program Manager on how to improve accuracy and reporting. The contractor will provide technical expertise to ISR end users requiring access to DA systems of record as they relate to ISR to include PRIDE; HQIIS; GFEBS; and RPLANS. The contractor shall provide training to State personnel as needed. This could include site assistance visits, Webinar training, face-to-face meetings, or other appropriate formats. The contractor shall participate in the annual Communities of Practice (COP) process. The contractor shall meet with ISR Workbook proponents prior to the scheduled COP to review the previous year's data and make recommendations on how to improve the workbook standards, quality and mission/function component and element descriptions, and weightings. The contractor shall attend all COP meetings that relate to the ARNG. 5.1.3 Provide ISR Services Performance Support. The contractor shall provide help desk support to States during the quarterly ISR performance data collection. The contractor shall analyze quarterly performance data and provide recommendations to the NGB ISR Service Managers on how to improve accuracy and reporting. The contractor shall provide training to State personnel and NGB ISR Service Managers as needed. This could include site assistance visits, Webinar training, face-to-face meetings, or other appropriate formats. The contractor shall participate in the annual COP process. The contractor shall meet with NGB ISR Service Managers prior to the scheduled COP to review the previous year's data and make recommendations on how to improve the performance measures, targets, and data source notes. The contractor shall attend all COP meetings that relate to the ARNG. 5.1.4 Provide ISR Services Cost Support. The contractor shall provide help desk support to States during the annual ISR Cost data collection. The contractor shall analyze annual cost and performance data and provide recommendations to the NGB ISR Service Managers on how to improve accuracy and reporting. The contractor shall provide training to State personnel and NGB ISR Service Managers as needed. This could include site assistance visits, Webinar training, face-to-face meetings, or other appropriate formats. The contractor shall participate in the annual COP process. The contractor shall meet with NGB ISR Service Managers and Resource Managers prior to the scheduled COP to review the previous year's data and make recommendations on how to improve the pacing measures and next year's guidance. The contractor shall attend all COP meetings that relate to the ARNG. The contractor shall develop instructions for State personnel on how to map cost transactions to ISR services. The contractor shall coordinate with ARNG G8 personnel and OACSIM staff to make updates to the ISR/AMSCO crosswalk as well as provide guidance on ARNG-specific requirements for the ISR-Services Cost module, to include Standard Internal Order (SIO) processes. The contractor shall provide input to improve the OACSIM BOS Requirements Model (BRM) or similar model, to include participating in relevant Working Groups and providing program managers with information papers on pending issues with the BRM/SSC process. 5.1.5 Provide ISR Mission Capacity Support. The contractor shall provide limited help desk support to States during the annual ISR Mission Capacity data collection. The contractor shall answer questions regarding inputting data into the module and directing questions to the appropriate subject matter experts. 5.2 Provide Facilities Sustainment, Restoration, Modernization, and Demolition Program Support. 5.2.1 Provide Facility Sustainment, Restoration, Modernization (FSRM) requirements support. The contractor shall review SRM requirements and provide input to the ARNG-ILI program manager on data elements that do not meet regulatory guidance. 5.2.2 Provide Regulatory Analyses and Program Guidance Maintenance. The contractor shall provide analysis of FSRM regulatory requirements, and provide summaries and updates for regulations, guidance, and policy memorandums. 5.2.3 Provide ARNG Facilities Management Budget Tool (FMBT) support. The contractor shall review projects submitted through the ARNG-ILI PRIDE system for accuracy and regulatory compliance. Review of projects includes verifying accuracy of work classification, accurate description and justifications, and proper accounting codes. 5.2.4 Provide ARNG FSRM Requirements and Budgeting. The contractor shall review budgetary data from all FSRM related systems in order to validate requirements. The contractor shall analyze UnFunded Requirements (UFRs) for project prioritization and make recommendations for funding to the program manager. 5.2.5 Provide State Program Support. The contractor shall provide assistance to the 54 states and territories within their regions. This assistance includes contacting CFMO employees via email, phone, or in person, to aid in correcting inaccurate data within FMBT. As required, the contractor shall also provide training via email, phone, or during ARNG-ILI formal training events, to new CFMO personnel that are not familiar with FMBT actions. 5.3 Provide Facilities Management Branch Support. The contractor shall provide technical expertise to the ARNG Facilities Management Branch related to SRM, MILCON tails, and other FM branch processes. 5.3.1 The contractor shall analyze the business functions used by the ARNG for its facilities base operations, SRM and MILCON tails funding and provide recommendations for improvements based on industry standards. A facilities base operation includes utilities, municipal services, engineering services, fire and emergency services and real property leases. The contractor shall develop an analysis to determine ARNG process compatibility with PRIDE, ASIP, RPLANS, ISR, SSC and BRM processes. This analysis will include recommendations and best practices to ensure ARNG programs best support OACSIM processes. 5.3.2 The contractor shall analyze existing support systems used by ARNG-ILI in current budgeting, execution and requirements development processes. This analysis will identify gaps or deficiencies with ARNG processes and provide recommendations to improve efficiency and effectiveness. The contractor shall assess the validity of the development of authorizations for federally reimbursed state employees and provide evidence that this can be linked to the programming process used by OACSIM. 5.3.3 The contractor shall provide training to State and NGB personnel as needed. This could include site assistance visits, Webinar training, face-to-face meetings, ARNG-ILI centralized training, or other appropriate formats. 5.3.4 The contractor shall provide support to the SRM program. This includes generating ISR reports to show quality ratings (Q-ratings) for ARNG facilities by location, by type, or by specific Q-rating.
