Description
Statement of Work This acquisition will be processed under FAR Part 12 - Acquisitions for Commercial Items and will be made pursuant to the authority of FAR 13/105-1(b)(1) to use Simplified Acquisitions procedure for commercial items. This is a Notice of Intent for commercial items. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIH-OLAO-OD3-NOI3651182 and is being issued as a Notice of Intent, under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304 (c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. This sole source contract will be awarded to Carl Zeiss Microscopy, LLC. The anticipated award date is February 1, 2015. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code 811219, which has a size dollar standard of $19.0. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of National Institutes of Deafness and Other Communication Disorders, intends to procure on a sole source basis from Carl Zeiss Microscopy, LLC a Renewal of One Year Service Agreement w/Four Option Years, FAR Clause 52.217-8, Option to Extend Services on a 1)Axio Observer Z1 Stand Mot Confocal Imaging System/Spinning Disk Unit CSU-X1A 5000, Serial Number 3834002347 and Zeiss ID Number M206031. The National Institute of Deafness and other Communication Disorders, Laboratory of Cochlear is in need of this service agreement to conducts experiments at both the cellular and sub-cellular level, using high-speed confocal imaging Axio Observer Z1 Stand Mot system to visualize real-time activities in hair cells. The ability to observe responses of hair cells to specific molecular or genetic manipulations will yield valuable data regarding both changes that lead to developmental defects, hair cell loss and/or potential regenerative treatments. Due to the specific engineering of the Axio Observer Z1 Stand Mot, there are no generic parts, that can be used for repairs and any technician providing service must be trained by Carl Zeiss Microscopy, the manufacturer. The scientists and technicians who work in the laboratory performing experiments and the building maintenance staff are not qualified to perform repair or PM work on this instrument. The contractor shall provide the following coverage: 1)Scheduled and Emergency service performed between the hours of 8:00am and 5:00pm Monday through Friday, excluding holidays; 2)All travel charges within the continental U.S.A.; 3)One (1) preventative maintenance inspection per Service Agreement year; 4)All covered replacement parts; 5)Software updates when available and 6)Factory trained Field Service Representatives. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 5:00 PM Eastern Standard Time (EST), January 27, 2015 to Ms. Shirlene Smith via email ( ssmith@od.nih.gov ) submission only. All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
