- Technical Evaluation Criteria Full view of page 3 of SOW. SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIH-OLAO-OD3-RFQ3650697, and the solicitation is being issued as a Request for Quote (RFQ). This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-78). This acquisition will be processed as a fixed price requirement and is set-aside for small service-disabled veteran-owned businesses (SDVOB). The North American Industry Classification System (NAICS) Code for this acquisition is 541690, and the small-business size standard is $15.0 million. The National Institutes of Health is in need of expert training support services to develop and present specialized Biosafety Level 4 training to NIH personnel. The contractor will : complete the 3 week BSL-4 training curriculum, lecture notes, exercises, group and individual activities and create course materials for adult learners participating in the program, engage and consult with DOHS program staff as needed, provide qualified instructor(s) for the course. Instructor(s) must be approved in writing by the Government prior to teaching any part of the BSL-4 training course. Credentials and experience statements will be provided by the contractor for each proposed instructor. Offerors are advised that an award will be made to that offeror whose proposal provides the combination of features that offers the best or greatest overall value to the Government. The Government is more concerned with obtaining performance capability superiority rather than lowest overall cost. However, the Government will not make an award at a significantly higher overall cost to the Government to achieve only slightly superior performance. Overall cost to the Government may become the ultimate factor for award of a contract as proposals become more equal based on other factors. The evaluation will be based on the demonstrated capabilities of the prospective Contractors in relation to the needs of the project as set forth in the RFQ. The merits of each proposal will be evaluated carefully. Each proposal must document the feasibility of successful implementation of requirements of the RFQ. Offerors must submit information sufficient to evaluate their proposals based on the detailed evaluation criteria. Offeror should be aware that the Government shall perform a "best value analysis" and the selection for award shall be made to the Offeror whose proposal is most advantageous to the Government, taking into consideration the technical factors attached and the total proposed price. Please see the Statement of Work (SOW) and Evaluation Criteria attached for further information.
