- INTRODUCTION The Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance, and Reconnaissance (ISR) Sensors Foreign Military Sales (AFLCMC/WINI) is conducting market research to identify, as potential sources, companies who may possess the expertise, capabilities and experience to respond to the requirements listed in this document. AFLCMC is issuing this Sources Sought to explore cost effective AT-802 ISR enhancements for an International customer. The United States Government does not presently intend to award a contract but desires information regarding price, delivery, other market information or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. There is no required format for Sources Sought. Written follow-up questions may be asked of responders for clarification, but this will not indicate a selection or preference. CAUTION: This is not a commitment to fund any effort submitted in response to this request. Respondents are placed on notice that participation does NOT guarantee participation in future solicitations or contract awards. AFLCMC is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this SOURCES SOUGHT. Please be advised that all submissions become Government property and will not be returned. All costs associated with responding to this SOURCES SOUGHT will be at the responding party's expense. This SOURCES SOUGHT is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a guarantee to issue an RFP in the future. This SOURCES SOUGHT does not commit the Government to contract for any supply or service whatsoever. Not responding to this SOURCES SOUGHT does not preclude participation in any future RFP, if any is issued. Small Businesses are encouraged to provide responses to this SOURCES SOUGHT in order to assist AFLCMC in determining potential levels of capability and competition available in the industry, as well as helping to establish a basis for developing any subsequent potential subcontract plan goal percentages. It is the responsibility of the interested parties to monitor the FedBizOpps site for additional information pertaining to this SOURCES SOUGHT. OBJECTIVE The Department of Defense (DoD) plans to undertake activities to build the capacity of Yemen's national military forces to conduct counterterrorism (CT) operations pursuant to section 1206 of the National Defense Authorization Act for FY 2006 (P.L> 109-163), as amended. This section 11206 program will provide critical aircraft spare parts package to the Yemen Air Force (YAF), which will enhance Yemen's AT-802 ISR program. This program will build the capacity of Yemen's national military forces to conduct CT operations by providing equipment in support of real-time air, ground operations along their borders and within their territorial borders. The International Support Branch of AFLCMC ISR SENSORS and FMS Division is exploring the market for qualified non-developmental sources that can provide for and sustain a fleet of non-standard ISR aircraft integrated with EO/IR for use by International customers. This ISR system will consist of a collection of IR and EO sensors, signal processing, software, and control and display equipment integrated into a host aircraft. This source shall be already ITAR compliant and licensed to export aircraft and ISR components. The contractor shall be required to provide the ISR payload, Ground System Network Interface, Integration of the payload onto the host aircraft, and Training/Logistics support through deployment and support field operations We intend to provide the following articles and services: • MX-15 Electro Optical/Infrared (EO/IR) Sensor • AT-802 Spares and Consumables o Spares and Consumables o Fly-Away Maintenance Kits o AT-802 Propeller • AT-802 Pilot Equipment o AT-802 Pilot Helmets with Oxygen Masks o Combat Survival Vests • Contractor Logistics Support (CLS)/Field Service Representatives (FSR) Information received as a result of this notice will be considered solely for the purpose of determining the appropriate acquisition decision for the procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. This notice does not constitute a solicitation for offers. INSTRUCTIONS AFCLMC/WINI invites industry to submit unclassified White Papers on their products at any time on or before 23 February 2015, 4:00 PM Eastern Standard Time. Guidance on the suggested White Paper format is attached. Please ensure all appropriate security procedures and policies are followed when responding to this SOURCES SOUGHT. Respondents should indicate which portions of their responses are proprietary and should mark them accordingly. All information received in response to this SOURCES SOUGHT that is properly marked as "proprietary" will be handled accordingly. Proprietary information must be clearly marked on the outside container and on the materials inside. The Government shall not be liable for, or suffer any consequential damages, for any proprietary information not properly identified. Where practical, please follow the suggested format below to communicate your technology or concept. Please limit responses to six (6) single-spaced pages. Classified responses will not be accepted. 1. Introduction a. Title. Title of the White Paper b. Contact information. Identify authors and program/concept participants. Include names, job title, organization, phone number, email and mail addresses. 2. AT-802 and MX-15 experience: a. Describe previous experience with integrating, sustaining and/or maintaining both the AT-802 aircraft and MX-15 EO/IR system. 3. Associated Efforts/Programs. Please identify previous experience providing this level of support and if this is an existing Government or industry program, to which program the effort is targeted. Identify other related supporting efforts and/or programs. 4. Schedule/Major Milestones. Identify the major milestones associated with the program to include an availability or projected availability date(s). 5. Risks. Identify key development, cost, schedule, and performance risks associated with the approach. 6. Export license. Existence of export license with applicability to this application and any license limitations. 7. Logistics Strategy: Provide explanation of supply chain process (i.e. spares, support equipment, PHS&T, RM&A data, etc.). Describe approach to provide hands on field level support. 8. Challenges and Considerations: Identify any challenges or details you would like to share with the government team. 9. Schedule/Cost Data: Please provide inputs-- Rough Order of Magnitude (ROM) costs are sufficient.
