Description
The US Environmental Protection Agency (EPA), Office of Acquisition Management (OAM), Superfund RC/RA Regional Procurement Operations Division, (SRRPOD), anticipates issuing a solicitation for program support for the Office of Solid Waste and Emergency Response (OSWER) Office of Emergency Management (OEM) entitled "Regulation, Evaluation, and Technical Support for the Office of Emergency Management". OEM's overall mission is to provide national leadership to prevent, prepare for, and respond to health and environmental emergencies. This is facilitated through partnerships, joint strategy development, technology development and deployment, training and exercises and development and implementation of relevant regulations and policies. To ensure that this Nation is better prepared for environmental emergencies, OEM works with other EPA partners, Federal agencies, state and local response agencies, industry and other related stakeholders to prevent accidents as well as maintain superior response capabilities. The background, initiatives, policies and statutes relevant to OEM can be accessed online at the following address: http://www.epa.gov/oem. The contractor(s) receiving this award shall furnish the necessary personnel, supplies, equipment, services and facilities to perform the Statement of Work (SOW) in its entirety. The SOW consists of seven (7) general task areas that will be required to provide program support to OEM. These tasks areas are: (1) technical and analytical support; (2) regulatory support; (3) meeting and conference support; (4) training support; (5) communications and outreach support; (6) Web communications support; and (7) program evaluation, planning and administration support. The full SOW is included as a separate attachment as part of this posting in https://www.fedconnect.net. This procurement will be solicited as a full and open competition, processed using FAR Part 15, Contracting by Negotiation. The EPA anticipates award of at least three (3) fixed rate indefinite-delivery/ indefinite-quantity contracts from this solicitation. The contract of performance shall include a base period of one year with four one year option periods. The North American Industry Classification System (NAICS) code for this procurement is 541620 - Environmental Consulting Services, with an applicable size standard of $15 million. Information relating to this procurement including Requests for Proposals, amendments and subsequent procurement notifications will be posted on the FedConnect website at https://www.fedconnect.net. Questions regarding the content of the subject announcement must be submitted through the FedConnect portal. You must register with FedConnect as an interested party to submit questions and to view responses. FedConnect is a web portal that connects agencies and contractors to streamline the process of doing business with the federal government. Through FedConnect contractors will be able to receive, review and respond to contract pre- and post-award actions and documents such as correspondence, request for proposals, tasking instruments and contract modifications. The use of FedConnect also furthers the EPA?s commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM. It is estimated that the solicitation will be available on or about February 12, 2015. THE EPA WILL NOT ISSUE A PAPER SOLICITATION.
