Description
US Army Garrison, Hawaii provides facility support to Army commands in Hawaii. Liquefied Petroleum Gas (LPG) is utilized at various buildings throughout the garrison to provide water heating, cooking, drying, space heating, and other energy applications. Reliable and safe LPG service is critical to support the work, living and recreation of Army personnel on various installations on Oahu and two installations on the Island of Hawaii (Big Island), Hawaii. It is anticipated that the contract will include one (1) basic period from 01May 2015 and, two (2) one-year option periods extending through 30 April 2018. Average consumption rate of LPG over the last three years has been 478,366 gallons. The Contractor must state ability to meet anticipated need. LPG composition and characteristics must be in conformance with ASTM D1835. The gas is delivered into LPG tanks and cylinders, and supplied to buildings and equipment via piping. Some tanks provide LPG to several buildings via underground piping distribution systems. The incumbent owns and maintains the existing 71 tanks and estimated 36,000 linear feet of underground piping. If necessary, the Contractor shall: 1) provide all labor, equipment, materials, supervision and incidentals to install new LPG tanks and cylinders at designated sites, install piping between the tanks and buildings, including installation of a gas regulator at the building as required, and tie-in to existing piping supplying the appliances within the buildings; 2) provide delivery services to maintain an uninterruptible gas supply, and 3) maintain gas supply equipment. Upon contract completion, ownership of all newly -installed tanks, cylinders, and piping shall revert to the Government. Title vests in the Government for all property acquired or fabricated by the contractor in accordance with the requirements for passage of title that will be outlined in the contract. The attached PWS show tank size and locations. (Alternatively, the contractor may attempt on their own, without assistance from the Government, to lease or purchase existing tanks and piping from the incumbent.) Contractor shall maintain on-site equipment, e.g. tanks, valves, regulators, associated piping, etc., for proper operation, safety and appearance. Contractor shall respond to emergency service requests. Trained emergency response personnel are on-site within 1 hour of call for emergency response. Qualification of Personnel will be in accordance with National Fire Protection Association NFPA 58 Liquefied Petroleum Gas Code.
