Description
The United States Army Contracting Command, Aberdeen Proving Ground (ACC-APG) intends to solicit and award an Indefinite-Delivery/Indefinite Quantity (IDIQ) contract, with Cost Reimbursement and Fixed Price task orders for a period of five (5) years for the Airborne Reconnaissance Low - Enhanced (ARL-E) system which includes Mission Equipment Payload (MEP) design, MEP systems integration, aircraft integration, testing, configuration management, technical and logistics support, and sensor procurement for the Airborne Reconnaissance Low - Enhanced (ARL-E) Systems. The ARL-E system will replace nine (9) ARL-Multifunction (ARL-M) systems with nine (9) ARL-E systems through upgrading the air platform from existing Dash 7 to Dash 8-315 Quick Reaction Capability (QRC) airframes, re-hosting/upgrading current ARL sensors, adding new QRC sensors [Wide Area Surveillance (WAAS), Light Detection and Ranging (LIDAR), Hyper Spectral Imaging (HSI)], and integrating with Distributed Common Ground System-Army (DCGS-A). ARL-E supports a rapid plug and play, quick connect/disconnect, mounting system to allow the installation of various combinations of sensor-types in support of a wide-range of theater operations. ARL-E will provide tactical commanders the ability to persistently monitor their operational environment, allowing them to rapidly identify, track and respond to potential threats. Task Orders will be awarded as requirements are defined. This acquisition will be solicited under full and open competition. The North American Industry Classification Systems code (NAICS) for this effort is 541330, which has a small business size standard of $35.5 million. Awards will be made based on the best overall (i.e., best value-tradeoff) proposals that are determined to be the most beneficial to the Government. Specifications of performance, delivery and location will be provided on a Task Order basis. Any interested offerors should monitor the Federal Business Opportunities Page (FedBizOpps) for updated schedules including the anticipated solicitation release date as well as the anticipated award date.
