Description
SOURCES SOUGHT NOTICE Asphalt Paving and Road Maintenance Services Raystown Lake, Pennsylvania W912DR-15-R-0018 This is a SOURCES SOUGHT NOTICE. This announcement seeks information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO BLANKET PURCHASE AGREEMENTS SHALL BE AWARDED FROM THIS NOTICE. Respondents will not be notified of the results of this synopsis. The U.S. Army Corps of Engineers - Baltimore District has been tasked to solicit for and award procurement for a fixed price Blanket Purchase Agreement (BPA) that provides the Government with a cost-effective rapid response to providing, but not limited to the management, supervision, labor, materials, tools, and equipment necessary to perform asphalt road maintenance to service all locations within the Raystown Lake Project, which is located in Huntingdon and Bedford Counties in Pennsylvania. The areas to be serviced are located along the 28-mile length of Raystown Lake. Projects may include, but are not limited to milling (foundation repair and resurfacing of existing pavement), crack sealing, chip and seal surfacing of access roads, two (2) course asphalt paving of roadways and parking lots, and porous paved and paver surfaces. Other non-paving maintenance may include, but are not limited to lining striping, parking block installation, guide rail replacement, shoulder dressing, culvert repair and cleanout, and catch basin cleanout and repair. No reimbursement will be made for any costs associated with providing information in response to this letter or any follow up information requests. NOTE: Interested sources should note that all work under this agreement will be ordered by issuance of individual BPA calls. Each call will identify the terms and conditions that apply to the order, description of the services to be provided, and methods for pricing each order. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Women Owned, Economically Disadvantaged Women-Owned Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB),Small Disadvantage Business, and Veteran Owned. The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone and SDVOSB businesses are highly encouraged to participate. Locations: Raystown Lake located on Huntingdon and Bedford counties in South Pennsylvania, approximately 95 miles west of Harrisburg and 175 miles east of Pittsburgh. It is south of the town of Huntingdon and approximately 70 miles north of the Pennsylvania - Maryland Border. The dam-site is on the Raystown Branch of the Juniata River with the main access to the project via Rt. 26 S. from Rt. 22 to the North and Rt. 26 N. from the Pennsylvania Turnpike. Period of Performance: Five (5) Years NAICS Code: 237310 (Highway, Street, and Bridge Construction), with a small business standard of $33.5 million. CAPABILITY STATEMENT We are requesting that all interested and qualified businesses respond to this sources sought notice with a capability statement. At a minimum, the statement shall include: Offeror's name, address, point of contact, phone number, and e-mail address. Offeror's Cage Code and DUNS number. Offeror's Federally designated small business category (i.e. Small business, Woman-Owned Small Business, 8(a), HUBZone, Service Disabled, Veteran-Owned Small Business). Offeror's bonding capability for both single project and aggregate. Offeror's detailed capability statement to include a brief description of similar projects, customer name, timeliness of the performance, customer satisfaction and dollar value of the project (Minimum of 3, but no more than 5 similar jobs).
