- The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement for software capable of modeling and analyzing the complex relationships between the components that constitute a forward operating base camp with the specific code engineering mechanisms, database schema modeling needed to meet virtual forward operative base (VFOB) project requirements. Market research has found that No Magic, Inc. is the only company that has software, MagicDraw Cameo Systems Modeler Enterprise version, with the required capabilities. These capabilities include providing language specific UML Syntax, source code reverse engineering, model analysis facilities, the ability to associate UML diagrams with use cases, and comprehensive UML diagramming. Further, two other Government agencies are currently using Magic Draw software to perform functional analysis of the contingency basing domain in their model based systems engineering efforts. ERDC-CERL has been tasked to support these agencies in their analysis efforts and must use the same systems engineering modeling software capability for seamless communication and collaboration. Without MagicDraw the ERDC-CERL team will not be able to meet the project requirement of synchronizing efforts and supporting data analysis. ERDC-CERL intends to award a purchase order on a sole source basis to No Magic, Inc in accordance with FAR 13.106(b)(1). The associated North American Industry Classification System (NAICS) code is 511210 which has a size standard of $38,500,000.00. This is not a small business set aside. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government's acquisition strategy. Please provide responses to this notice no later than February 3, 2015 at 12:00 pm, Central Time, to: andrea.j.thomas@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
