Description
In accordance with FAR 5.101(a)(1) and 5.201, this is a notice of intent to award a sole-source contract, and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Office of Chief Procurement Office (OCPO), Acquisition Operations Division, Response Branch, 500 C St. SW PP. 5th Floor, Washington, DC 20472, intends to award a sole-source contract to McClellan Business Park, LLC for ancillary services in accordance with the GSA Lease agreement for FEMA National IMAT West at 3720 Dudley Blvd, McClellan, CA, 95652 Space 109. The contractor shall provide the following ancillary services: a. Guard Service, at least one guard shall be present during the typical workday hours. Guards shall meet standard certifications as required by Federal Protective Standards in accordance to GSA. Contracting Guard Service to provide proof of compliance with Federal Protective Standards and other required certifications upon request. b. IT support for the building IT Data infrastructure, covers any issues with the servers, back-up systems, regular maintenance of the building's IT/Data structure c. Phone support for "common area" phones- classrooms, break room, security guard d. T1 lines for internet lines and phone e. Digital television connection f. Preventative Maintenance Agreement (PMA) for the AV infrastructure in the building provides support "behind" the digital TV services, security cameras, etc. FEMA OCPO intends to award a Purchase Order (PO) to McClellan Business Park, LLC having a one (1) year period of performance with an effective date from November 21, 2014, to cover a lapse in contract coverage, and ending November 20, 2015. The anticipated award date is January 30, 2015. The GSA Lease agreement runs through November 2016 and subsequent purchase orders may be issued to cover this time period. The proposed PO is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." This notice of intent is not a request for competitive proposals. The Government/FEMA will not be responsible for paying for any of the costs incurred and associated with the development of any responses submitted to this posting. The North American Industry Classification System Code (NAICS) is 561210.
