Description
THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid “Atlantic, Public Works Department Maine, is seeking eligible business firms with capability of performing a construction contract for modifications to the Dry Dock 3 Propulsor Enclosure, Portsmouth Naval Shipyard, Kittery, ME. This solicitation is being advertised as an Unrestricted Full and Open procurement. The Request for Proposal (RFP) will be issued on or about Feb 10, 2015. The procurement method is Sealed Bidding, FAR Part 14. A proposal due date of approximately March 12, 2015 is anticipated for the subject project. Project description: The project includes the fabrication and delivery of a new modular and removable structural steel roof system to cover the head end of Dry Dock #3 at Portsmouth Naval Shipyard. The work includes - 1.New components and the modification of existing components to work with the new components. a.New components include fixed roof sections, operable roof sections, and a long-span roof truss. b.New components are primarily built of tubular steel. c.The estimated quantity of fabricated steel is approximately 100 tons. 2.Existing components to be modified include modular towers, fixed roof sections and a long-span truss. 3.A majority of the new work will need to be performed off site. Components are too large to be delivered over land, so barge delivery is anticipated, and will be the responsibility of the Contractor. 4.Some modifications will need to be performed with very limited on-site laydown space, while other components requiring modification will require removal from the Shipyard. a.It is anticipated that these components can be trucked to and from the Shipyard. The anticipated contract completion date for this construction project is 365 calendar days from date of award. The magnitude of this construction project is between $1,000,000 and $5,000,000 IAW DFARS 236.204. The Northern American Industry Classification System (NAICS) code for this project is 238120.
