Description
DEPARTMENT OF VETERANS AFFAIRS (VA), Office of Information & Technology (OI&T) Field Operations, Northeast Region 4 Datacenter Hosting Support Services VA118-14-I-0419 VA, Office of Acquisition Operations, Technology Acquisition Center, located at 23 Christopher Way, Eatontown, New Jersey, intends to issue a solicitation on or around January 31, 2015, on the basis of other than full and open competition in accordance with VA Acquisition Regulation, 852.219-10, "VA Notice of Total Service-Disabled Veteran-Owned Small Business Set Aside". VA, OI&T has a requirement for datacenter hosting space and associated support services. The proposed requirement is in direct support of Federal continuity of operations requirements that requires every Federal agency to plan for continuous performance of essential functions and operations in the event of an emergency. The period of performance shall be 12 months with four, 12-month option periods and optional tasks to be exercised at the Government's discretion. The primary North American Industry Classification System is 541513 size standard of $27.5M. The anticipated award date is April 1, 2015. NOTE: The Request for Proposal (RFP) number this announcement relates to is VA118-15-R-0073. Description The Contractor shall provide datacenter hosting support services. The datacenter hosting support services shall include providing and maintaining telecommunications data circuits, providing managed power, environmental support services including cooling, heat transport, and heat rejection systems, and providing and maintaining secured computer room physical and/or logical space. Based on the current equipment to be supported, the initial physical space must accommodate 157 racks of equipment. Each rack of equipment requires approximately 35 square feet of operating/maintenance space. VA IT equipment to be hosted is outlined in the RFP. The Contractor shall provide any necessary migration and transition services to relocate IT equipment and/or systems/applications from the current hosting environment to the Contractor's facility/facilities. One identified system/application shall be relocated to another Government facility in the Philadelphia area under the Contractor-provided migration and transition services. IT equipment and the systems/applications are currently installed and supporting critical operations at a contractor's datacenter facilities. Migration and transition shall include planning, review, approval, and execution of physical and logical moves of the systems/applications from the existing locations to the receiving datacenter hosting space(s) with operational downtime not to exceed standards established within the RFP. Any necessary migration and transition shall be accomplished within 18 months from date of contract award.
