Description
The Mission & Installation Contracting Command, Fort Drum, NY, in accordance with FAR 13.106-1(c)(1), intends to orally solicit a requirement to Paint and Install Locks on 150 Dumpsters, on Fort Drum, NY to small businesses (the specific tasks are listed below). The contract type shall be Firm Fixed Price Purchase Order. Oral quotes are due on 12 February 2015 at 4:00 PM EST. There is a site visit on 03 February at 10:00 PM EST. The meeting place will be T-46, West Street, Fort Drum, NY 13602. The group will leave from T-46 promptly at 10:00 AM EST to go to the site. Please be advised as of 15 January the gate policy has changed. When quoting on any current or future projects please keep these changes in mind. The information below detail these changes with a link for further information. Contractors that do not have DoD ID or Rapid Gate must have a sponsor in order to enter Fort Drum. A pass can be obtained (see below). Please contact me a minimum of four business days in advance if you plan to attend the site visit and need a sponsor to obtain a pass. You will need to provide the information on Form IMDR-ES any individuals that need a pass for gate access. Any interested party may inquire with the following Contract Specialist via email: rosalind.m.shoemaker.civ@mail.mil with the subject heading quote mark W911S2-15-Q-6106 quote mark in order to receive the entire Performance Work Statement (PWS). Interested parties must request this information prior to the quote due date in order to receive it. Basis of award will be price in accordance with (IAW) 52.212-2. This procurement is one hundred percent set-aside for Small Business concerns. As prescribed in DFARS 252.204-7004, interested parties must be registered with the Central Contractor Registration (CCR) under the NAICS 561790. Representations and certifications must also be on record IAW FAR 52.212-3. These registrations can be done through the System for Award Management (SAM) for free at https://www.sam.gov/portal/public/SAM/. If you have any questions please submit them in writing via email to; rosalind.m.shoemaker.civ@mail.mil. Specific Tasks: 1. GENERAL: Provide all resources, except Government Furnished Property (GFP), necessary to Paint and Install Locks on 150 Dumpsters, on Fort Drum, NY 13602. The requested period of performance is 01 May 2015 to 31 July 2015. 2. LOG IN-OUT: The Contractor shall contact the Government Point of Contact one week prior to commencing work and when all work is completed. The Government POC will be announced at the time of award. 3. CLEANING: The Contractor shall remove all rust from dumpsters using Aero Green AC10 Rust Remover and Metal Prep or equal according to the manufactures specifications. 4. LOCK AND RELEASE KITS: 4.1. The Contractor shall drill a one half inch hole in the slide channel behind the closed two side door(s). 4.2. The Contractor install 150 Serious lock and release kits according to the manufactures specifications. The lock and release kits will be provided by the Government 5. PAINTING: The Contractor shall spray paint 150 Dumpsters with one coat of Sher-Bond HS Solids Alkyd Universal Metal Primer Red Oxide or equivalent IAW the manufactures specifications. 5.1. The Contractor shall spray paint 146 Dumpsters with two coats of Sher-Cryl HPA High Performance Acrylic Semi Gloss Coating Ultra deep / Clear Tint Base or equivalent, color Blue (Blue Chip) # 6959 IAW the manufactures specifications. 5.2. The Contractor shall paint with two coats Sher-Cryl HPA High Performance Acrylic Semi Gloss Coating Ultradeep / Clear Tint Base or equivalent, color Yellow (Confident yellow) #6911 IAW the manufactures specifications. 6. REPORTING: The Contractor shall prepare a usage report on a weekly basis showing how many gallons of paint and primer and acrylic coating were used each day. 7. CLEAN UP: The Contractor shall clean up all debris and discarded materials resulting from his operations at the end of each workday. Materials shall be disposed of in the dumpsters located outside the building(s), with applicable local, state and federal laws and regulations. In case of conflict among these laws and regulations, the most stringent law or regulation will apply. No open burning will be allowed. Please be advised as of 15 January the gate policy is changing. When quoting on any current or future projects please keep these changes in mind. Below is a link for further information. http://www.drum.army.mil/EmergencyServices/Pages/passid.aspx Gate Procedures: Effective 15 January 2015, all persons attempting to enter Fort Drum must present a valid DOD ID card. Individuals not in possession of a DOD ID card may follow the steps outlined below in order to access the installation. - All non-DOD ID card holders must have a sponsor in order to enter Fort Drum. - Sponsors MUST: o Be in possession of a valid DOD ID card o Be 18 years of age or older and fall into one of the following categories: Soldiers, Family Members, retirees and their spouses, Civilian Employees or contractors who possess a DOD ID card. o Meet guests at a visitor gate to sign for them: Lt. Gen. Paul Cerjan/Main Gate, Gas Alley Gate or the Wheeler-Sack Army Airfield gate.* o Be willing to accept responsibility for all actions of their sponsored guests while those guests are visiting the installation. - Visitors who wish to bring their vehicle on post must present a valid driver's license, registration and proof of insurance. - Once a pass is obtained, pass holders may enter Fort Drum via any gate EXCEPT 45th Infantry Division Drive, which is open to DOD ID card holders only. - Any individual attempting to access Fort Drum without a DOD ID card or a DES-approved pass will be redirected to a visitor gate (Lt. Gen. Paul Cerjan/Main Gate, Gas Alley Gate, Wheeler-Sack Army Airfield Gate) to be properly vetted, even those in uniform. *DOD ID Card Holders: You may pre-coordinate for the arrival of any visitors by applying for a pass in advance through the Access Control Office. Please follow the steps outlined below to download and submit an Application for Sponsorship (IMDR-ES Form 2). Requests must be submitted a minimum of 72 hours in advance of visitor(s) arrival. Trusted Traveler Program: Sponsors (DOD ID card holders) may vouch for all non-DOD ID card holders present in their own vehicle except for foreign nationals. All persons in the vehicle, 18 or older, will be required to provide an official form of photo identification: driver's license, government-issued ID, school ID card, passport, etc. Foreign Nationals: Foreign nationals who are NOT on official orders must follow the above steps to obtain sponsorship and a pass. Additionally, individuals must be escorted by their sponsors at all times after entering Fort Drum until their departure. Contractors: Contractors who do not possess a DOD ID card or Rapid Gate pass will not be allowed on post without a sponsor. Please contact your supervisor for additional information. (Special procedures will be put in place and announced for community-wide special events such as Mountainfest.) INSTRUCTIONS FOR SUBMISSION OF IMDR-ES FORM 2 1. The form can be printed, filled in, signed, and faxed to 315-772-9173. 2. The form can be printed, filled in, signed, and dropped off in person at 10715 Mt Belvedere Blvd (MP Station), 2nd Floor, Room 204 or Room 223. 3. The form can be filled in and signed electronically and emailed to usarmy.drum.imcom-atlantic.list.des-acp-mg-dl@mail.mil 4. Please allow up to 48 hours for processing. 5. If there is an issue found during background checks you will be telephonically notified. 6. If no issues, passes will be prepared and can be picked up at the Paul Cerjan Gate. 7.
