- Description
- This is a synopsis of a solicitation for a multiple-award, Indefinite-Delivery/Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) and Cost Plus Fixed Fee Task Orders in support of the Naval Facilities Engineering Command (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC). The outcome to be achieved is support via labor, logistics and travel services to perform logistical support, installation, inspection, refurbishment, development, and field supervision/operation of waterfront barriers, associated moorings, waterfront security systems (WSS), and related marine facilities worldwide for Naval and Marine Corp facilities. The support will be provided primarily to the waterfront security barrier, moorings and PWB product lines of NAVFAC EXWC. Typical project execution services could include installation, sustainment, and refurbishment of waterfront security barriers, associated moorings, and underwater security and response systems both surface and sub-surface. Typical logistics support requirements could include fabrication of mooring or barrier components. Engineering and design services to support PWB development and installation will be required as well as prototyping and testing of improved system and ancillary components. Acquisition and evaluation of Commercial off the Shelf (COTS) products may be required. The procurement method used for this solicitation is Contracting by Negotiation FAR Part 15. The NAICS: 488310 with a size standard of 35.5 million dollars. This requirement will be solicited as a full and open competition. The contract is anticipated to have a base plus four (4) option years. Only the base period of the contract will offer a minimum guarantee. This contract is a follow-on contract for similar services under multiple award contract N62583-10-D-0341/0342/0343/0344/0345. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government.
