Description

This is a Special Notice. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Aviation Communication & Surveillance Systems, LLC (d/b/a L-3 Communications for three (3) Flat Rate Repair of T2CAS Line Replaceable Units (P/n 9000000-2xxxx) for the NOAA Aircraft Operations Center (AOC) located at MacDill AFB (Tampa, FL). A Special Notice was posted on the Federal Business Opportunities (FBO) website on January 9, 2015 and closed on January 16, 2015. No responses were received. Justification for Sole Source The requested repairs are only available from L-3 Communications/ACSS based upon their proprietary information and unique test and repair equipment and techniques to repair these units. Design specifications and technical data are proprietary information to the company and their authorized service centers.
