- The U.S. Food & Drug Administration (FDA) intends to issue a sole-source contract to ChanTest Corporation. The anticipated contract is a logical follow-on to contract HHSF223201310070C for the NicScreen: Constituent Nicotine Receptors project. The NicScreen project is designed to provide information on the pharmacological characterization of cell lines to determine if a compound modulates the activity of particular nicotine receptor subtypes. Contract HHSF223201310070C was to develop five cell lines overexpressing different nicotine receptor subtypes and to test the cell lines with various positive and negative controls in order to determine if the cell lines were functioning. The current contract will be to draft manuscripts based on the scientific data obtained from the work performed under contract HHSF223201310070C and to screen test articles such as tobacco products, individual compounds, and mixture of compounds. Award will be made in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements using Simplified Acquisition Procedures per FAR Part 13.5. This notice of intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement within seven (7) days after the publication of this synopsis which shall be considered by the agency. Responses received after seven (7) days or without the required information may not be considered. A determination by the Government not to compete as a result of information received is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
