- NOTICE TO ALL FIRMS RESPONDING TO PHASE I - RFQ The General Services Administration (GSA) is nearly complete with the review of Phase I submissions under this RFQ. GSA received an overwhelming response from the Small Business community under this RFQ. It has been a tedious task and has taken the Source Selection Evaluation Board (SSEB) and its advisors a tremendous amount of time and effort to evaluate each aspect of the submissions received. As stated in the RFQ: In Phase One, GSA will select a short list of the most highly qualified offerors and request that those offerors submit Phase Two proposals..... A maximum of fifteen (15) firms will be selected to submit Phase Two proposals. Only those selected offerors are authorized to submit Phase Two proposals. Those offerors not selected for participation in Phase Two will be notified. At this stage in the process, the final report of the SSEB is being prepared for circulation for appropriate concurrences and signatures. Once all concurrences and signatures have been received, an announcement at FedBizOpps can be made shortlisting the "maximum fifteen (15) firms" invited for Phase Two.
