- This amended synopsis supersedes the action published on 12 September 2014, and satisfies the requirement at FAR Part 5.2 and constitutes the Government's Notice of Intent to increase the ceiling and extend the ordering period of Contract Number W900KK-09-D-0006 on a non-competitive basis. The action will be accomplished per 10 U.S.C. 2304(c)(1), FAR 6.302-1(a)(2)(iii)(A)-Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The Program Executive Office Simulation, Training and Instrumentation (PEO-STRI) intends to increase the ceiling and extend the term of the current single award ID/IQ contract W900KK-09-D-0006 with ECS Federal, Inc. (ECS) 2750 Prosperity Ave Suite 100, Fairfax, VA 22031-4312, on a sole source basis in support of the System Engineering Technical Assistance (SETA) program. The estimated amount of the ceiling increase is $68,100,000.00, from $270,570,046.00 to $338,670,046.00. The contract ordering period will be extended by 18 months via one 12 month option and one 6 month option. PEO STRI does not anticipate that a competitive action would recover the substantial duplication of costs associated with a short-term contract while the follow-on contract is competed and awarded. This proposed action is a bridging strategy, enabling the current competitive action to continue as planned, with anticipated award taking place in the 4th quarter of FY16. The work to be performed with the ceiling increase and contract extension are within scope of the contract, and includes the following: 1) Acquisition Planning and Support, 2) Administrative Support, 3) Agency Coordination Support, 4) Audio-Visual and Graphics Support, 5) Customer Coordination Support, 6) Facilities Support, 7) Financial Management Support, 8) Information System and Software Operations Support, 9) Integrated Logistics Support, 10) Military and Organizations Studies, Analysis and Assessment Support, 11) Program Analyses, Evaluations and Assessment Support, 12) Program Execution and Oversight Support, 13) Property and Supply Support, 14) Public Affairs and Events Support, 15) Security and Visitor Control Support, 16) System and Software Engineering Support, 17) Technology Analysis, Evaluations and Assessment Support, and 18) Test and Training Operational Support Any response to this notice must show clear and convincing evidence that competition of this action would not result in substantial duplication of cost to the Government for the startup, hiring, training and execution of the above support services over an estimated 12-18 month period while the follow-on contract is competed and awarded. In doing so, interested sources may submit a capability statement, proposal or quote, outlining pricing information, information showing how the government can recover the anticipated substantial duplication of costs through a short-term competitive action, and demonstrating the ability to meet the Government's needs. Responses must be received no later than the 15th day after this notice is posted. The above described capability statements, quotes or proposals must be submitted to PEO STRI Contracting Center; ATTN: KOP - David Bremer; 12350 Research Parkway; Orlando, FL 32826. This synopsis is not considered a request for bid, quote or proposal. No solicitation document is available and telephone requests for technical information will not be honored. No contract will be awarded on the basis of capability statements, quotes or proposals received in response to this notice, but responses, if any, will be used to determine if a short term competitive action would eliminate any substantial duplication of costs.
