- AFLCMC/WLSK intends to establish a sole source requirement using an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract for sustaining engineering services efforts on systems,products, or materials required to resolve technical or supportability deficiencies revealed in operational service of the C-5 aircraft. This notice of intent is not a request for competitive proposals. It is published to notify potential subcontractors this contract is to be awarded on a sole-source basis. This acquisition is SOLE SOURCE to Original Equipment Manufacturer (OEM), Lockheed, 86 South Cobb Drive, Marietta, GA 30063-0001, CAGE Code Martin Aeronautics Corporation 98897. Statutory Authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one or a limited number of responsible sources, and no other supplies or services will satisfy agency requirements. Government furnished drawings, specifications, and special tooling are not available. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described services; FAR Part 15, Contracting by Negotiation, applies. The anticipated contract period will be a 12-month basic year with two (2) 12-month option periods for a projected total contract performance period of three (3) years. The approximate Request For Proposal (RFP) issue date is 28 February 2015 with a response date of 30 May 2016. Estimated Contract Award date is 30 November 2015. All responsible sources may submit a response which, if timely received, may be considered. Only written, faxed, or electronic responses received directly from the requestor are acceptable. No telephone requests. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
