- Description
- The Command Navy Region Northwest (CNRNW) Port Operations, Silverdale, WA will be soliciting for services that include Inspection and Certification of Life Rafts CNRNW Port Operations Department. Type of life rafts to be inspected: Commercial type, Manufacturer is Elliot, SOLAS A type rafts, 25-person and 50-person. Age of the life rafts: 25 person life rafts range from September 2001 to April 2010. 50 person life rafts range from April 2002 to April 2010. Number of life rafts to be inspected per year will be a minimum of 11. Four 50-person life rafts and seven 25-person life rafts. There is a total of 16 life rafts on hand. Inspection and Certification: The Vendor shall comply with 46 CFR Ch.1 (10-1-97 edition), 160.151-35 Servicing, inspection and repair. Inflatable life rafts must be inspected by a facility approved by the US Coast guard. Life rafts may require an inspection, repairs, and repackaging, before the inspection/certification is deemed complete. Repair requirements: Per 46 CFR Ch.1 (10-1-97 edition), 160.151-57, Servicing, inspecting and repair procedures. The contract will include a base year period of performance and four, one year option periods. Market research has determined that the pre-solicitation synopsis and the solicitation are to be 100% Set-Aside for small business. The solicitation will be using commercial, simplified acquisition procedures in accordance with FAR Parts 12 and 13.5 utilizing Low Price Technically Acceptable evaluation factors resulting in award of a Firm-Fixed Price, indefinite delivery indefinite quantity Services type contract as a result of the subsequent solicitation to the responsible offeror whose proposal meets all other evaluation factors. Complete proposal submittal requirements, and statement of work to be included in the solicitation. This Pre-solicitation and any subsequent solicitation/amendments will be posted to the NECO website: https://www.neco.navy.mil. The solicitation will be issued on or about 05 FEB 2014 with a closing date on or about 19 FEB 2014. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that website for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. Prospective offerors should register themselves on the NECO website. No telephone or FAX requests will be accepted, and no hard-copy solicitation/amendment will be mailed or faxed. All responsible sources may submit a bid, proposal or quotation which shall be considered by FLCPS. Offerors must also be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov/portal/public/SAM.
