- Notice of Intent to Award a Sole Source Purchase to Politico Posted Date: January 27th, 2015 Procurement Office: U.S. Environmental Protection Agency (EPA), Headquarters Procurement Operations Division Response Date: February 10th, 2015, 5:00pm EST The U.S. Environmental Protection Agency (EPA) intends to award a sole source purchase order to Politico. Politico Pro is a subscription service that provides individual customizable access to minute-to-minute news coverage from specialized reporting teams. Politico Pro also develops a set of morning and afternoon newsletters that are delivered via email that provide a summary of the previous day, current day and upcoming day?s news. The subscription also provides access to in-depth coverage of energy/environment focused stories, a calendar of events and an interactive community of community and sector leaders. The EPA?s Office of Air and Radiation (OAR) is requesting a fifteen-person subscription from Politico Pro. The subscription would give the EPA access to the entire library of Politico?s current and previous articles under seven of the 10 issues areas that Politico covers, including energy, environment, and transportations. OAR issues and topics including power plant regulations, mobile source action and climate related actions are covered heavily in the daily news. As a result, OAR communications and IO staff need to stay abreast of what different sources are saying about our actions. A subscription news service like Politico PRO helps us accomplish this goal by: 1) Providing up-to-the-minute updates on energy and environment related actions 2) Providing commentary that displays multiple opinions from multiple parts of our constituency 3) Providing access to documents and statements by other groups and Congressional offices 4) Providing information about and coverage of events that are taking place outside the agency Together this information better equips OAR communications and IO staff to respond to press inquiries and to have an understanding of public reactions to our actions. Politico PRO provides a unique concept and capability by not only providing compelling and informative content, but also delivering it in a way that is accessible and easy to use. While there are many news services out there that cover energy and environment issues, Politico PRO packages them in a way that others do not (e.g., up-to-the-minute email breaking news alerts, minute-by-minute coverage of external EPA events, morning and afternoon newsletters, Capitol Hill coverage). Politico PRO is unique in that it also does not provide too much content and analysis, which many other services provide. It is first and foremost a news agency, not an analytical organization, and as such it provides information in an unbiased and accessible way. We believe the service Politico PRO provides is highly specialized and is not offered, in this format, by any other vendor. In accordance with FAR 6.302-1, Only One responsible source and no other supplies or services satisfy the Agency's requirements. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement, will be considered.
