Description
Information Packet This Special Notice constitutes the only solicitation. A written solicitation will not be issued. Solicitation number HSCG38-14-Q-010056 is issued as a Special Notice of Intent to Award. It is anticipated that a non-competitive Sole Source Purchase Order shall be awarded as a result of this notice. It is the Governments belief that only AIRBUS DS MILITARY and/or their authorized service distributors can obtain the required technical and engineering data and genuine OEM parts required to successfully provide these services. Concerns having the expertise and required capabilities to provide these services are invited to submit complete information discussing the same within (3) calendar days from this notice is posted. The information submitted must include a letter from the OEM verifying the Offeror is an authorized service distributor and verifying the OEM will supply only genuine OEM parts. With exception of the OEM, a capable service vendor must be deemed capable by USCG Aviation Logistics Center Medium Range Surveillance Division's Engineering Department (ALC MRS) and therefore must be a FAA Certified Service Facility, and/or an OEM approved service facility, be in legal possession of all current OEM Data required to complete the repair, and be able to certify that final assembly and testing will be conducted at their facility and no other facility. Vendors who do not meet the capability requirement will not be considered and should not respond. This solicitation will not be extended or the award delayed for a vendor to submit their service data for capability determination or for registration in SAM.GOV. If not previously deemed capable by ALC MRS Engineering, vendors who believe they would otherwise qualify based on the aforementioned criteria are encouraged to contact Bryan.P.Bray@uscg.mil for a capability evaluation and determination toward future awards consideration. The applicable North American Industry Classification Standard Code is 488190. The Coast Guard intends to issue a Not-To-Exceed post assessment firm fixed price repair order to the Aircraft Original Equipment Manufacturer (OEM), the Component Production Approval Authority (PAH), or a PAH Authorized and Capable Service Facility, for repair using OEM Proprietary Data for the following item(s): 3 Each NSN 6610-01-309-5361, P/N 861CAV, TRANS.ANGLE OF ATT. (Repair IAW CMM 27-50-31 August 30/91 and its latest Revisions) 3 Each NSN 5895-01-575-8411, P/N 8674, SWITCHER-AUTODEATHER (Repair IAW OEM SPECS.) 6 Each NSN 6680-99-796-1915, P/N ACM29068, TRANSDUCER (Repair IAW CMM 32-41-86 October 22/14 REV 6 or latest Revision and Service Bulletin) 4 Each NSN 6645-01-329-0871, P/N 3690AC1, CONTROLLER (Repair IAW CMM 30-10-04 August 1/84 and its latest Revision/Service Bulletins) 2 Each NSN 4810-33-004-8616, P/N CA91300-0001, VALVE ASSY. (Repair IAW CMM 32-55-20 REV 005 May 30/10 and modify to improved NSN 4810-01-HS2-8064, P/N A24709031-3 VALVE ASSY) 1 Each NSN 6110-01-324-6809, P/N 8551, COMPUTER (Repair IAW CEF INDUSTRIES TEST PROCEDURE FTP 8551-1 REVISION A) 3 Each NSN 1680-01-HS2-0050, P/N 2A6205C, ACTUATOR-ROLL TRIM (Repair IAW CMM 27-13-00 FIG 01A ITEM 390A) The Coast Guard does not own nor can provide the OEM's Service Manuals, Service Bulletins, or Proprietary Data. The Aircraft OEM and the Component Production Approval Authority (PAH) is AIRBUS DEFENCE AND SPACE SAU EADS CASA DE ARAGON 404, MADRID, ESP E-28022, Cage Code 0117B, and their domestic facility is AIRBUS DS MILITARY AIRCRAFT, INC Cage Code is 0DAF1. The closing date for this intent to award notice is January 30, 2015 at 4:00 pm EST. Anticipated award date is on or about February 2, 2015, with an anticipated required delivery date of all items on or before April 30, 2015.
