- PRE-SOLICITATION NOTICE: This is NOT a request for proposal, NO SOLICITATION DOCUMENT EXISTS AT THIS TIME. The 45th Contracting Squadron, Patrick AFB, FL announces the anticipated release of the solicitation FA2521-13-R-0019 Cape Launch Operations and Infrastructure Services (CLOIS). Description of Services: This acquisition is for contractor support services to assist the 45th Space Wing (45 SW) in providing operations, maintenance, and engineering support for facilities and systems at Cape Canaveral Air Force Station (CCAFS), Florida, and supporting annexes. These facilities and systems are vital to the support of Department of Defense (DoD) civil and commercial space launch processing at CCAFS. The CLOIS contractor will be responsible for planning and executing all preventive and corrective maintenance and performing configuration changes to facilities and systems necessary to achieve the maximize operational availability to ensure mission success. The essential requirement of CLOIS is the prioritization of these efforts within the available funding resources based on mission support, personnel and hardware safety, life-cycle costs, and performance improvements. Without continued support, the 45 SW would be faced with immediate mission failure. The award will be restricted to 100% Small Business with applicable NAICS Code and size standard for this acquisition 561210/$38.5M. The estimated ceiling for this contract is $390M. The minimum guarantee will be the Phase-In costs. The performance period is for an ordering period of six (6) years and six (6) months from time of award. Contract award will be based on a best value analysis Cost/Price, Technical Capability and Technical Risk factors. Please note that the Solicitation Documents to follow are For Official Use Only (FOUO) and access request will be required. No person may have access to information designated as For Official Use Only (FOUO) unless that person has been determined to have a valid need for such access in connection with the accomplishment of a lawful and authorized Government purpose. Printed and electronically stored documents must be protected IAW DoDM 5200.01, Vol. 4, Controlled Unclassified Information (CUI). Electronic transmission of FOUO requires the use of encryption.
