- Description
- The Office of Personnel Management (OPM) Federal Investigative Services (FIS) located at 1137 Branchton Rd., Boyers, PA 16018 is issuing this Sources Sought for Consulting Services for their existing Cost Allocation Model (CAM) using the Systems, Applications, and Products (SAP) Profitability & Cost Management (PCM) software tool. The FIS CAM, originally built in 2012, is based on FIS' business processes and object class expenditures to capture full organizational costs. The CAM provides visibility into the costs of FIS operations, including the full cost of individual activities performed in support of different types of background investigations, and establishes an appropriate and equitable method for allocating indirect and support costs to the investigation processes, activities, and ultimately its individual products. FIS has used SAP PCM to develop its past two fiscal year CAMs, and plans to use SAP PCM to develop improved CAMs for future fiscal years. FIS is seeking sources for two specific purposes: (1) enhance FIS' Managerial Cost Accounting (MCA) understanding and, (2) support the growth, enhancement, and employment of FIS' future CAMs in SAP PCM. Sources with MCA and SAP PCM model development will: (1) best support FIS in future pricing, (2) help FIS identify the differences in cost structure for Federal employee-versus contractor-led investigations, (3) link the cost of operations to the different fees charged to recover the organization's costs, (4) design a repeatable process to develop cost data to support fee studies, and (5) provide FIS with the required expertise to operate and adapt the CAM as needed. Any Source interested must be able at minimum to: A. Ongoing guidance and support on Federal cost management issues 1. Provide advisory support to FIS on out-year pricing formulation 2. Provide advisory support to FIS on the use of SAP PCM 3. Participate in periodic briefings to Background Investigation Stakeholders Group (BISG) and FIS Senior Leadership to provide stakeholders and customers information regarding the cost model 4. Provide advisory support to FIS on Advanced Business Intelligence (ABI) and issues related to financial and cost management, including, but not limited to, using ABI model results in response to inquiries from congressional committees, Office of Management and Budget (OMB), and the Government Accountability Office (GAO). 5. Provide continuous out-year support of cost and pricing projections, and other cost analyses employing CAM. 6. Ensure cost-driving processes and activities are properly captured in order to continue with a flexible and responsive model through monthly evaluations 7. Provide consulting on change management for implementation of new methods and processes 8. Train FIS on change management processes 9. Develop standard operating procedures (SOP) with FIS for SAP PCM B. Ongoing retained earnings and forecasting analysis support 1. Assist FIS with improving workload forecasting techniques, including: i. Internal process description ii. Description of interaction with other planning and operating processes (budget formulation and execution, rate setting, capacity management, billing, etc.) iii. Assessment of current process iv. Analysis of variances in forecast vs. actual by product and customer v. Provide recommendations to improve overall forecasting process on a quarterly basis 2. Assist FIS with improving retained earnings management, including: i. Spend/revenue analysis ii. Retained Earnings position calculation iii. Monthly recommendations on improved approach to predict and manage operating reserve levels 3. Revise and update CAM to incorporate tiered investigations 4. Revise and update CAM to calculate item-level costs 5. Support integration with FIS Source data systems - CBIS, ETAMS, PIPS and other data systems 6. Development of data extract, transformation, load routines and tables in data warehouse 7. Develop automated routines to update model with costs, labor and workload data C. Train FIS personnel on MCA and SAP PCM techniques and best practices, to include the following: 1. Train FIS personnel on techniques used to obtain information and revise the model to include: i. MS Access data manipulation ii. SAP PCM DataBridge iii. Model design/re-design, to include: a. Resources b. Resource drivers c. Activities d. Activity drivers e. Products and outputs f. Data pulls using ViewBuilder g. Building reports using Book View 2. Train FIS on techniques used to analyze the model 3. Train FIS on techniques used to review and assess the accuracy of the model 4. Facilitate meetings as needed, but at least monthly, between FIS and contractor to review findings and proposed model revisions 5. Yearly needs analysis of model to determine out-year tasks and revisions 6. Provide advisory support regarding cost model comparison analysis between FIS and other Investigative Service Providers All references to this Sources Sought shall refer to the reference number OPM-FIS FY15-01157.
