Description
The Naval Air Systems Command intends to solicit and negotiate a Firm-Fixed Price, sole source Order under a Basic Ordering Agreement (BOA) contracting vehicle with the Boeing Company for the procurement of up to 71 retrofit kits in the base year and up to 11 retrofit kits in one option year for the wing structure to meet Service Life Assessment Program (SLAP)/Service Life Extension Program (SLEP) goals that extend the life of the aircraft beyond the current limits. This will include retrofit Non Recurring Engineering (NRE), one validation kits and one verification kits. In addition, this effort will include Technical Directives (including retrofit drawings), Technical Publications, Logistic Product data (Provisioning/LSA) and other structural analysis. This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Boeing Company is the sole designer, developer, manufacturer and integrator of the F/A-18 E/F and EA-18 G aircraft and is the only known source with the knowledge, expertise, facilities and qualified personnel necessary to accomplish this effort within the timeframe required. All respondents must submit a Statement of Qualifications to demonstrate respondent's ability to perform the Government's needs within the required timeframe. This synopsis is for informational purposes only. For subcontracting opportunities, please contact Roy Parenzuela, F/A-18 Supplier Management, the Boeing Company, 314-777-2126.
