Description

On behalf of the Houston National Cemetery, the National Cemetery Administration, Stafford, Virginia intends to award a firm-fixed price purchase order in accordance with the Federal Acquisition Regulations (FAR) Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. This notice does not constitute a request for proposal, request for quote, or invitation for bid. The Request for Quote will be issued on or about February 3, 2015 for the following: 1.Fertilizer, turf grade, 28-3-10, polymer coated urea 4.5 Fe with 50% slow release nitrogen, free flowing, granular form. 50 lb. bags, quantity of 560 bags. All fertilizers will be turf grade, 28-3-10 (N-P-K) polymer coated urea 4.5 Fe with 50% slow release nitrogen. The fertilizer shall be free flowing, granular form. The fertilizers will be delivered in individual 50 lb. moisture-proof bags. No products will be delivered in bulk tote or pallet bags. Delivery shall occur no sooner than March 2, 2015 and no later than March 13, 2015, unless agreed in writing by the COR. The vendor shall provide cemetery with at least a two (2) day advance notice to schedule delivery. All products will be delivered on pallets to a location established by a cemetery foreman. As all pallets will be preserved and exclusively recycled with the vendor, no pallet charge and credit arrangement will be acceptable under this purchase order. The cemetery will designate a specific and secure location for the storage of empty pallets. The vendor will pick up these empty pallets either at the time of the next delivery or at a future date acceptable to cemetery management. All delivery documents will be submitted to and signed by cemetery personnel. No delivery will be accepted at the cemetery without documentation that includes date, material description and a distinguishing shipment or tracking number. The cemetery has a forklift and will off-load the product if it is readily accessible from the bed or doorway of the delivery vehicle. The cemetery does not have a pallet truck and will not enter the delivery vehicle to move product to make it accessible for the forklift. The cemetery will be responsible for placing the product into storage. Delivery will be FOB destination: Houston National Cemetery, 10410 Veterans Memorial Drive, Houston, TX 77038. Basis of Award: The Government will Award a purchase order to the responsible offeror whose quote conforms to the requirements, as stated, in the solicitation utilizing lowest price technically acceptable source selection process. Award will be made on an all or nothing basis. The requirement is 100% Set Aside for Service Disabled Veteran Owned Small Business (SDVOSB). The North American Classification System (NAICS) codes or this acquisition are 325314 with a small business size standard of 500 employees. Please ensure the aforementioned NAICS code is incorporated into your current System for Award Management (SAM) profile at www.sam.gov. The Government will consider quotes from all responsible sources who meet the government's requirement, as set forth in the solicitation. All responsible vendors must be registered in the System for Award Management (SAM) and verified as an SDVOSB, prior to Award. The solicitation and all Amendments will be posted on the Federal Business Opportunity (FBO) website https://www.fbo.gov. No paper copies will be issued.
