Description
The intent of this synopsis is to state the Government's intention to sole source this acquisition to Data Sciences International. Therefore, no solicitation (RFQ) is available. The U.S. EPA?s Office of Research and Development, Immediate Office of the Assistant Administrator (IOAA) is in need of an exchange of 22 ETA-F10 mouse transmitters and an upgrade of 10 C50-PXT, rat blood pressure transmitters to 10 HD-S11 models. The EPA laboratory monitors electrocardiogram, heart rate, blood pressure, body temperature, and activity by using transmitters (aka telemeters) to assess the effects of air pollutants and elucidate mechanism of action. The Data Sciences International, Inc. (DSI) PhysioTel? Implantable Telemetry is designed for monitoring and collecting data. The implantable transmitter senses, processes and transmits information via telemetry from within an animal. The transmitter is only one component of the complete DSI System which includes software, acquisitio n hardware, and calibration hardware. With these devices, researchers and scientists can measure arterial pressure, ECG, temperature, activity, and temperature among other parameters. The ETA-F10 transmitters are used to measure biopotential (ECG), temperature and activity data in mice. The ETA-F10 is the smallest of the single channel biopotential transmitter series. The ETA-F10 is most commonly used for cardiovascular research, where ECG and heart rate data are desired. Designed for small animals, the HD-S11 has one catheter for measuring pressure and one biopotential lead for measuring ECG signals. Temperature and activity are also simultaneously recorded. This implant has several advancements over its predecessor - the C50-PXT ? including improved physiologic measurement sensitivity, auto-loading of calibration data reduces configuration time and eliminates data entry error, animal ID ensures data collection is from the intended animal, and battery ON-time counter help s track study duration and remaining battery life. The justification for sole source procurement of the above components is based on the following factors: 1) ? the measurement of blood pressure by intra-arterial catheterization is considered by the EPA to be the only reliable method of measuring blood pressure in laboratory rodents; 2) - these telemeters and all accompanying required equipment are manufactured by Data Sciences International; 3) - after being used, these telemeters require refurbishment. DSI is the only company that produces this proprietary telemeter model. No other transmitter will work with our DSI hardware and software systems. Thus, DSI is the only company that can exchange these used telemeters (ETA-F10s for mice and C50-PXTs for rats) for new telemeters; 4) - note that DSI no longer manufactures (and refurbishes) C50-PXTs and has replaced them with a newer model (i.e. HD-S11s). Thus, EPA must exchange its expired C50-PXT models for the replacemen t HD-S11 models. DSI transmitters are proprietary and DSI does not have re-sellers or distributors. DSI is the sole provider of DSI transmitters in the U.S. The circumstance permitting Other than Full and Open Competition is FAR 6.302-1 Sole Source, Only one responsible source and no other supplies or service will satisfy agency requirements. All interested parties who believe they can provide the required product or a similar product that meets the above described requirements should fully explain their product capabilities and qualifications in writing within 5 days from the date of this announcement. Consequently, any response(s) failing to provide the aforementioned data but instead choosing merely to submit a routine letter requesting a copy of the RFQ will not be honored. Offerors must submit all technical questions / responses concerning this synopsis electronically through FedConnect. Notices of any modifications to this FBO procurement announcement, including Requests for Proposals and amendments, will be posted using the FedConnect web portal.
