Description
Request for Information (RFI) for modified HGU-56/P THIS IS A RFI ONLY. This is Sources Sought (SS)/Request for Information (RFI) for market research. Information is to be used for preliminary planning purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. This announcement does not constitute a Request for Proposal (RFP) and does not commit the Government to solicit or award a contract now or in the future. Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Purpose: The Product Manager Air Warrior (PM AW) is seeking to identify interested contractors capable of manufacture and delivery of a qualified HGU-56/P helmet with modifications for improved performance. The responses to this RFI will be used to gather information that may be able to fulfill the PM AW's needs. Background: PM AW has a requirement delineated in the Air Soldier System Capabilities Development Document for improved field of view and improved comfort for the HGU-56/P helmet used by Army Aviation. PM AW is seeking modified HGU-56/P helmets to be used in an Initial Operational Test and Evaluation and subsequent fielding to Army aviation. Plans to procure the modified HGU-56/P are forecast for Fiscal Year (FY) 15 to support IOTE for Air Soldier System and starting in FY16 for continued fielding of helmet capability to Army Aviation Rotary Wing. In addition PM AW is seeking information on manufacture of the Helmet Assembly, Apache. Plans to procure the Helmet Assembly, Apache are forecast for FY 16. In order to meet the timelines for fielding the modified HGU-56/P, any contractor must have a qualified/or nearly qualified system. The Helmet must be in accordance with AIHS-FS-0002, Title 1680-ALSE-101 Aircrew Integrated Helmet System Fabrication Specification. For the Apache version, the helmet must be in accordance with appropriate drawing, e.g., IH-476A-00 for size Medium. The Government desires: a)Improved Field of View over current HGU-56/P b)Improved comfort for all users c)Improved stability of helmet while worn d)Reduced bulk and weight e)Improved crash protection Instructions: Request that interested parties provide a written response to this RFI NLT February 11, 2015 to Mitchell Oko, Contracting Officer, email: mitchell.a.oko.civ@mail.mil, mailing address: 6726 Odyssey Dr., Huntsville, AL 35806. Responses should include, at a minimum:.Name and address of the interested company or organization;.Contact information for the primary POC;.A brief description of the potential offeror's company/organization and candidate product;.A description of how the potential offeror's product either currently meets or how it could be qualified to meet the Air Warrior requirement;.A Rough Order Magnitude (ROM) cost and time estimate to complete any qualification to Army Aviation requirements;.A ROM for production leadtime from contract award to system delivery;.Production capacity per month on a 1-8-5 shift..ROM for production unit price for a quantity of 500 to 800 units per year.
